| As the further deepening reform of land transfer institution,the importance of the land primary market become more obvious for the reform of land transfer institution,the orderly process of land transfer is the necessary element to stabilize the land primary market,it also have important meaning to the land transfer institution,even guarantees the government’s macroeconomic regulation and manage of the land market.So the land leasing in land primary market have its great importance.The general process of land transfer can be divided into three stages:the stage of land transfer decision,the stage of implementation of land transfer and the stage of contract fulfillment after land transfer.The decision-making stage of land transfer is the early stage of land primary market,including cost control,decision making and decision-making implementation in the early stage of decision-making,such as the compilation of land supply plan by the government、determine the location of the land and the corresponding supply time,the setting of the planning elements,the setting of the transferring conditions,etc.It will cause the corresponding risk such as corruption and the location errors caused by unclear market or actual investigation.The impact of this series of risks on the process of the land transfer cannot be ignored,such risks should be not only identified in appropriate ways,but also risk assessment should be done to avoid further effects.At the same time,the current scholars are lack of research into improving of the efficiency in the decision-making stage of the land transfer process.Therefore,this thesis research on this orientation,analysis of the risk of decision-making in land leasing process,judge the importance of all kinds of risks in the process of decision making,and put forward corresponding countermeasures to control and avoid risks,the goal is to improve the efficiency of land leasing decision-making process.This thesis is based on the point of the government as its land manager role,the relevant data of land leasing from 2014 to 2016 of Nanhai District in Foshan were taken as the research object to analyze the current situation of government decision in the process of transferring land market.Although Foshan Nanhai District is a second-tier city in Guangdong and even in the whole country,but the policy of transferring and transferring operation in Nanhai District has been consistent with provincial cities and counties,some processes and policies even lead to the pilot area in the whole country.Therefore,through the analysis of the land transfer data of the Nanhai District of Foshan in the last 3 years,we can carry out the experience gained in Nanhai to the whole province and even the whole country,which has the significance of research.Through the similarity of land leasing market management and project management,also combined with the theory of project risk management,according to the characteristics of the land primary market in Nanhai District of Foshan,the necessity of understanding and avoiding the risk of government decision-making during the process of land transfer is analyzed.Then through the current situation,this thesis leads to the identification of risk in the decision-making process of land leasing at the present stage,and identifies the various risks at the stage by analyzing the characteristics of government decision in different stages.After that the thesis analyze the risk factors affecting the government’s decision on the land leasing through the transfer data in land leasing market of Nanhai District in Foshan from 2014 to 2016.The risk assessment model is established by analytic hierarchy process(AHP),and the importance of all kinds of risk factors is evaluated.It provides the basis for establishing the risk management mechanism of government decision-making and improves the efficiency of the decision-making process.In this way,the final risk prevention strategy of the thesis is drawn up.In the last part of the thesis,based on the previous research,it put forward corresponding strategies to prevent the risk of government decision-making in the primary land market.Through the research of this thesis,I hope to identify the importance of all kinds of risks by using the management method through the risk analysis of government decision-making in the process of land transfer market.Then standardize the system of land transfer market and the macroeconomic control behavior from government,improve the efficiency of decision-making,promote the economic and social benefits of land use projects to achieve good results,and provide new ideas for the reform of the land transfer system. |
