An Investigation On The Village Reconstruction PPP Financing Model Of Wenzhou City

The issue of the village in the city has become a problem restricting the further development of urbanization in Wenzhou City.How to raise funds has become a key factor in the transformation of the village-in-city.At present,the main source of reconstruction funds for urban villages is to rely on financial support from the government.However,under the current situation of increasingly tight fiscal revenues and expenditures,this type of government"monopoly"financing model is not sustainable and it is difficult to support large-scale reconstruction of the village in the city.,this paper puts forward the reform of PPP model based on developmental finance in the village-in-city,and design financing platform for the operation of ideas.This article uses the method of combination of normative research and case study.Firstly,it introduces the research background,research significance,innovation points and frame structure.Secondly,it briefly describes the related concepts,theoretical basis and literature review of urban village reconstruction financing.Thirdly,it analyzes the existing problems of financing in village reconstruction,and introduces the design of the transformation of PPP financing;Fourth,under government,villagers,and developers,a performance indicator model for PPP financing was constructed,and this performance indicator system was used to analyze and evaluate the benefits of all parties involved and compare it with the traditional model.The main contributions of this article’s research are as follows:1.Through research and analysis,we found that the current problems existed.The most prominent problems were the problems of single financing channels,high cost of reforming funds,and unbalanced costs and benefits.2.The PPP financing operation process of Wenzhou City Village Reconstruction Project was designed.The basic framework is set up from the three aspects of design principles,organizational structure,and capital flow.3.The PPP financing performance evaluation index system for Wenzhou City Village Reconstruction Project was constructed.The performance evaluation index system was used to compare the urban village reconstruction projects based on the PPP financing and the traditional model,respectively,to verify the effectiveness of the rating system.
