In the process of rapid urbanization in China,with the continuous expansion of urban scale,the village in the city has been gradually produced.Because of the convenient transportation and low cost of living,the village in the city has attracted a large number of floating population to live.Because of the large population density and the dense building,the social problems of the village in the city become outstanding,which seriously affected the development of the city.Therefore,all the cities are planning to reform the village in the city.In practice,all parts of the country are reformed mainly through the mode of the government dominating,village collective dominating or developers dominating.Many stakeholders are involved in the transformation,such as the government,the villagers,the developers and the floating population.Different modes of transformation have different influence on the stakeholders.In order to solve the problem and balance the rights and interests of all stakeholders,it is necessary to choose the appropriate transformation model according to the actual situation of the village in the city.In August 2017,the Ministry of Land and the Ministry of Housing worked out and published “The use of the collective construction land for the construction of rental housing pilot scheme”.It is planned to carry out the pilot project of building rental housing in collective construction land in 13 cities,such as Beijing,Xiamen,Guangzhou and Chengdu.The proposal put forward more possibilities for village collective development of rental housing to protect the interests of floating population.At the same time,it also broadened a way of thinking about how to transform urban villages.In order to better safeguard the interests of stakeholders,considering its combination with the transformation of villages,explore the mode of transformation of villages into the collective construction land rental housing construction,analyzes the feasibility of the transformation of the village,further the formation of the rules and mode of operation,to achieve better effect of transformation.But at the same time,this paper discusses the mode of undeniable less in practice,there are still many weak links in terms of how to carry out the city planning,resettlement,distribution of interests,rental housing management and operation rules,how to choose,how to operate the mode of transformation of villages and other issues still need to be investigated.In the urban development plan,the Xihe village has been listed as the transformation plan of the village in the city.Based on the current situation of Xihe village and the construction of rental housing in collective construction land,this paper puts forward an optimization mode of urban village transformation based on literature research,comparative analysis and systematic analysis.Study on village renovation mode to the introduction of collective construction land rental housing construction,to study the applicable conditions,further analysis in this transformation mode,how to reduce the pressure on the government to safeguard the interests of villagers,developers play advantages and guarantee the rights of floating population and rental housing operation how to better achieve the transformation effect,so as to provide beneficial help in transformation the village of collective construction land rental housing construction.
