The Research On The Efficiency Of Rural Financial Poverty Alleviation And Its Regional Differences In China

Financial poverty alleviation is an important part of the national basic strategy of precision poverty alleviation and accurate poverty alleviation.With the orderly promotion of financial poverty alleviation work in various regions,the implementation and effect of the work have attracted more attention.The research on the efficiency of rural financial poverty alleviation and its regional differences is of great significance in improving the effectiveness and accuracy of rural financial poverty alleviation,narrowing the regional gap and accelerating the efforts to overcome poverty.On the basis of reviewing and combing the related concepts and theoretical basis of rural financial poverty alleviation efficiency,this paper constructs the theoretical framework of rural financial poverty alleviation efficiency analysis from the perspective of regional differences by analyzing the mechanism of rural financial poverty alleviation.And it also fully analyses the development situation of rural financial poverty alleviation from the current situation of rural poverty,financial development,rural financial poverty alleviation development results,problems and their causes.Through the combination of qualitative analysis and quantitative analysis,the DEA-Tobit model is adopted to analyze the financial poverty alleviation efficiency and its influencing factors of 31 provinces(cities)from 2009 to 2015.Using the Thiel index decompose the overall difference of the rural financial poverty efficiency in our eight integrate economic zones,the differences between regions and regional differences,and the spatial distribution of rural finance poverty alleviation efficiency in various regions is analyzed by using Moran's I index.This paper analyzes the regional differences in the efficiency of rural financial poverty alleviation in China.The results show that:(1)The poverty alleviation efficiency of rural finance in various regions of our country is in the middle and low level as a whole,but in recent years the average efficiency of rural finance is increasing continuously.The scale of rural financial development is negatively related to the efficiency of rural finance poverty alleviation in China.The main reason for the discrepancy between the empirical results and theoretical expectations is the phenomenon of financial repression in rural poor areas.The level of rural economic development is conducive to improving the efficiency of rural financial poverty alleviation,and a good operating environment of financial markets is the necessary condition for the level of economic development.(2)The rural finance poverty alleviation efficiency in various regions of our country is distributed in a non-balanced way in space,which is south-high and north-low,the east-high and west-low.The overall regional differences of rural financial poverty alleviation efficiency reached the maximum in 2012,which was mainly reflected in the regional differences before,and then mainly affected by intra-regional differences.The efficiency of rural financial poverty alleviation in various regions has significant spatial positive correlation,the spatial distribution has the characteristics of agglomeration effect and path dependence,and maintains a certain degree of stability.In addition,there is a strong spatial spillover effect between adjacent areas.On this basis,this paper puts forward three policy suggestions to promote the efficiency of poverty alleviation in rural finance in China.(1)To alleviate the contradiction between the supply and demand of rural finance and to enhance the ability of financial poverty alleviation,(2)To optimize the rural financial ecological environment and establish a long-term financial poverty alleviation mechanism,(3)Grasp the regional differences in the efficiency of rural financial poverty alleviation,improve the accuracy of financial poverty alleviation in three aspects.
