Study On Effective Supply Mechanism Of Rural Public Goods From The Perspective Of Rural Industry Revitalization

Industrial prosperity is the key to rural revitalization,and industrial revitalization is the primary goal of rural revitalization.The essential requirement of rural industrial revitalization is to gradually optimize the rural industrial structure,improve the factor productivity,and promote the integration of urban and rural industries on the basis of promoting the rational flow of production factors based on the objective laws of industrial structure.The realization of these goals depends not only on the role of the market,but also on the regulation of public policies.As an important means of regulating economic development,public goods can force part of social resources and redistribute according to the national strategic intention wall,so it can increase the welfare of beneficiaries and affect the efficiency of production factor allocation.Following this logic,as a rural public product that mainly invests in rural areas and supports agriculture and peasant development,it can naturally stimulate the endogenous power of rural industries to a certain extent,promote the upgrading of rural industries,and achieve the integration of urban and rural development.The interpretation of the above logical derivation and the more in-depth theoretical analysis are the main research purposes of this paper.Research on rural public goods and rural industry revitalization is very rich,but most of the research is centered on one of the two,and less on the relationship between the two.In the research involving both of them,the rural public goods supply is often discussed as a control variable.There is no detailed discussion on the effect of different types of rural public goods on rural revitalization.This mixed research model masks and obscures the various intrinsic logical relationships between rural public goods and rural areas.The verification analysis of this inherent logical relationship is also the main starting point of this paper.Based on the connotation definition,index system construction and related theories of rural public goods and rural industry revitalization,which are the potential logical relationships of this paper,this paper analyzes the internal mechanism of rural public goods from rural industries.Theoretical derivation was carried out.On this basis,the paper analyzes the comprehensive effect,structural effect and supply efficiency of rural public goods on rural industrial revitalization.Finally,the comprehensive analysis and structural analysis of the previous article are comprehensively elaborated in order to respond to the questions and hypotheses raised,and on this basis,put forward corresponding policy recommendations.The following findings and conclusions have been obtained through the exploration and analysis of the above research contents:First,the scale of rural public goods supply generally promotes the revitalization of rural industries,but the effects of inter-regional effects are significantly different.The financial input in the eastern and central regions has a positive effect on the adjustment of rural industrial structure.The financial input in the western region and the northeast region has increased the imbalance of rural industries.Second,the improvement of economic development level has not played a significant role in promoting the adjustment of rural industrial structure.The role of urbanization level in the adjustment of rural industrial structure has significant regional heterogeneity.The urbanization development in the eastern part of China has promoted the upgrading of rural industrial structure,while the urbanization level in the central and western regions has not brought benefits to the upgrading of rural industries,but has hindered the upgrading and development of rural industries.Third,the effect of public service rural public goods on the revitalization of rural industries has been strengthened,and the effect of traditional infrastructure public goods has weakened.Rural education generally promotes the transformation of industrial structure,and has the greatest positive impact on the adjustment of industrial structure in the eastern region.The investment in education in the western and northeastern regions is not effective.Fourth,the efficiency of rural public goods supply in China is not high,partly because of the lack of scale efficiency,partly because of the inefficiency of technology.The overall efficiency regional average ranking is Eastern>Central>Western>Northeast,and the scale efficiency ranking is Eastern>Central>Western>Northeast,and the technical efficiency ranking is Eastern>Northeast>Western>Central.Fifth,The income gap between urban and rural residents is inversely related to the supply efficiency of rural public goods.The level of economic development and the level of urbanization are positively related to the efficiency of rural public goods supply..
