Research On The Strategy Of Guangdong Science And Technology Innovation Based On International Industrial Transfer

Since the 21 st century,the globalization of science and technology develops rapidly.International industrial transfer and Multinational Corporation have become the important approach and carrier for the globalization of science and technology.An in-depth study of the roles and approaches of international industrial transfer's effect on host country's science and technology innovation will be of important significance in helping the host country take the International industrial transfer in a targeted way,and fully bring its benefits.This thesis constructs a theoretical framework for analyzing the cumulative effect of capital,technology spillover effect and technology diffusion effect of International industrial transfer on the basis of reviewing the related studies about International industrial transfer and science and technology innovation.Based on this,International industrial transfer and scientific hosted by Guangdong and the related science and technology innovation in Guangdong are outlined,and the potential problems existed in this innovation are proposed.Further,this thesis explores how Guangdong can learn from other countries' experience through combining the experience of Korea in promoting the science and technology innovation through hosting International industrial transfer and the experience of India in promoting innovation through hosting international software outsourcing.Through analyzing the cross-sectional data collected from all prefectural-level cities in Guangdong from 2002 to 2015 and establishing the empirical analysis model,the direct and indirect roles of International industrial transfer in science and technology innovation in Guangdong are analyzed.The results show that hosting the International industrial transfer promotes the science and technology innovation in Guangdong,though the differences exist in effect extent and years with significant difference.Further analysis show that several reasons exist due to the unbalanced development of Guangdong regional economy,the limited level of the overall science and technology innovation,the lack of related policy in hosting International industrial transfer and the concentrated source area of foreign direct investment inGuangdong.Aiming at the existed problems in science and technology innovation and hosting International industrial transfer,this thesis proposes several policy suggestions including learning from the advanced experience of Korea and India,optimization of the policy environment,attracting the high-tech industry in;and optimization the structure of foreign investment,promoting the upgrading of industrial structure;and improving the capability of independent innovation,enhancing technology absorption and learning ability,promoting balanced development among various regions and improving the overall benefits of science and technology innovation,to promote the pace of the science and technology innovation in Guangdong and accomplish the strategic development driven by innovation.
