Study On Inner Mongolia’s Capability Of Undertaking Industrial Transfer From The Developed Areas

Because the eastern coastal regions of China are limited by the factors of labors, environmental carrying capability, the land and so on, some industries are transferred more quick to the central and western regions. The party and country attaches great importance to the development of the central and western regions. In order to facilitate the undertaking industrial transfer of central and western regions, optimize the industrial structure and accelerate economic development, the country issues the special policies on undertaking industrial transfer and establishes six demonstration areas.The development mode of Inner Mongolia is relatively extensive and the industrial level is lower, so Inner Mongolia hopes to achieve the upgrading and optimization of industrial structure by undertaking industrial transfer. Although the corresponding development strategies and industrial policies have been made, the environmental pollution and other negative effects are caused by the blind industrial undertaking which is brought about by the influence of evaluation system and the one-sided performance concept of pursuing GDP. And in the process of undertaking industrial transfer, Inner Mongolia also is faced with the fierce competition of the less developed regions of eastern coastal provinces and the central and western provinces. Therefore, it is necessary to systematically evaluate and analyze the capability of undertaking industrial transfer of Inner Mongolia so as to improve its competitiveness of undertaking industrial transfer, promote the optimization and upgrading of Inner Mongolia’s industrial structure and the sustainable development of economy.In this thesis, based on the definition of the connotation of the term the capability of undertaking industrial transfer and the Inner Mongolia’s analysis of the influential factors, and with actual situation of undertaking industrial and practical requirements of the adjustment of industrial structure, the thesis chooses eighteen indicators, applies principal component analysis, extracts four principal components—attraction, the ability of selecting industries, the ability of supporting the industries and the development potential, builds a system of the index evaluation, calculates, contrast and analyzes the synthesis score of the capability of undertaking industrial transfer of twenty central and western provinces and the score of the principal components, and finally concludes that the undertaking industrial transfer of Inner Mongolia has the attraction, but lacks the enough ability of selecting, the ability of supporting the industries and the development potential. Based on the conclusion, the thesis analyzes the principal elements of the capability of undertaking industrial transfer of Inner Mongolia one by one, and finds out the advantages and disadvantages of its capability of undertaking. At last, based on the successful experience of other provinces and according to the principle that the competitive edge is more important than the comparative advantage and making up for the deficiency is more important than making use of the advantage, the thesis puts forward the specific strategies and suggestions.
