Reserch On The Countermeasures Of Fixed Assets Management Of Public Security Organs

Since the promulgation of the "measures for the Management of State-owned assets in Administrative institutions" in 2000,the public security organs,as important components of administrative institutions,have gradually realized the importance of the management of state-owned assets,and the management of fixed assets has been gradually standardized.The efficiency of asset management is obviously improved,but there are still many problems to be solved in the concrete work.Therefore,from the point of view of the related problems in the management of fixed assets of public security organs,the existing problems of management are analyzed.Thus put forward solutions to improve the level of fixed assets management;General equipment Management and Management of Public Security Special equipment due to the particularity of Public Security work Different from the asset management of other units,the corresponding measures are put forward to provide a more targeted solution for the management of fixed assets of public security organs.This paper takes A public security organ as the research object,adopts qualitative analysis,case analysis,questionnaire survey,field visit and other methods,applies fixed asset management,state-owned assets management theory,whole life cycle theory and so on.Based on the analysis of the present situation of fixed assets management in A public security organs,this paper puts forward the existing problems and causes of asset management,and then puts forward some strategies for improving asset management.Gradually realize the whole life cycle of fixed assets of A public security organs from budget preparation,procurement,asset allocation,scrapping and so on,and dynamically supervise and control all links of fixed assets in the whole process.The research content includes the following five aspects: first,it expounds the research background,purpose and significance,and then introduces the related concepts of fixed asset management,as well as the theory of resource allocation,life cycle theory and process reengineering theory.5S management theory and other related theories,to provide a theoretical basis for follow-up research;The third is to introduce the present situation of fixed assets management of A public security organs: this paper analyzes the management of fixed assets,inventory inspection,allocation and scrapping of fixed assets by A public security organs in the initial purchase,use and maintenance of fixed assets.The construction of fixedassets system,the management of warehouse and the management of special equipment are summarized.To achieve the goal of optimal management of fixed assets resources allocation lay the foundation.On the basis of the present situation of fixed assets management of A public security organs,this paper puts forward the problems and causes of fixed assets management of A public security organs: the management level of fixed assets is not high,the management mode of guns is backward,and there are many management systems.The equipment warehouse is not neat,the asset inventory is mere formality,the management process is not standardized,the internal control mechanism is not perfect and so on.Finally,in view of the problems existing in the fixed assets management of A public security organs,this paper puts forward some concrete improvement strategies: using the relevant theories,perfecting the internal control mechanism of fixed assets management of A public security organs,and innovating the gun management Strengthen the 5S management of equipment library,integrate the asset management information system,optimize the fixed assets management process,and provide a certain reference for solving the problems existing in the fixed assets management of A public security organs.
