Since the reform and opening up,some regions have become rich first. This unbalanced growth has led to rapid economic development in the southeast coastal areas, while the vast inland areas in the central and western regions lag behind.Obviously, the rapid development of China's economy is with the imbalance of regional economic development, therefore,to guide regional industrial transfer,to science and rational development,is one of the important measures for implementing regional balanced development strategy smoothly,at the same time, since entering the new century,China's manufacturing industry rapid development, made a positive contribution to the global manufacturing industry development.Industrial transfer is also one of the important influencing factors of industrial regional pattern. One of the main reasons for the rapid development of China's manufacturing industry is that the comprehensive cost of China's manufacturing industry is relatively low. However, with the development of the economy, the cost of labor factors in China keeps increasing,RMB appreciation, export tax rebate and other reasons, the price competitive advantage of China's manufacturing industry is weakened to a large extent. One of the important components of China's industry is manufacturing industry.Manufacturing enterprises provide a large number of employment opportunities for the labor market.Therefore,inter-regional manufacturing transfer has become an important measure to optimize and upgrade industrial structure and promote regional economic development. In view of this, this paper discussed the distribution of China's manufacturing industry based on the data of 20 first-level manufacturing industries in 31 provinces, cities and regions from 2004 to 2017.On this basis,China was divided into four major sectors: eastern, central, western and northeastern, and the regional pattern and evolution of China's inter-regional manufacturing industry were studied respectively.Firstly, based on the data of the sales output value of the manufacturing industry in China, this paper studies the regional pattern and evolution of the manufacturing industry in China, including the total analysis and incremental analysis of the manufacturing industry in the four major sectors, and the analysis of the contribution of the manufacturing industry in the four sectors to the growth of the manufacturing industry in China.Secondly, based on the perspective of manufacturing industry data, the total amount and increment of the 20 manufacturing industries in China and the four sectors and the contribution of the 20 manufacturing industries to the growth of China's manufacturing industry are studied. Finally, based on the industrial shift theory, based on the theory of new economic geography in China's existing regional manufacturing pattern,on the basis of the size of the market, the relationship between input and output and transportation costs three factors is the basis of the manufacturing industry transfer force, labor force factors, the transfer of capital elements and technology for manufacturing provides the initial difference of factor endowments, regional policy of external influence, leads to a change in the pattern of regional manufacturing center of gravity,on this basis, establish econometric model analyzes the analysis of factors affecting the shift of manufacturing area. The research results show that: firstly, from the perspective of the regional model of manufacturing industry, with the rapid economic development, the capital and labor elements in the eastern region become more and more sufficient, which also aggravates the burden of all aspects in the eastern region. The transfer of manufacturing industries from the eastern region to other regions has relieved the pressure on the natural environment in the eastern region.Secondly,in terms of specific types of manufacturing, the industries transferred to the eastern region are diversified, including market-oriented industries and capital-oriented industries. It is also labor-intensive and technology-intensive.The industries transferred from eastern China mainly include natural resource-intensive industries, such as food manufacturing, agricultural and sideline food processing,non-metallic mineral manufacturing and beverage manufacturing.Among them, the manufacturing of special equipment is a capital-intensive industry, which is also part of the industries transferred to the northeast and the central and western regions.Third, the improvement of capital stock, the expansion of market scale, the improvement of input-output correlation, the improvement of traffic conditions, the openness of local economy and the degree of government's participation in the economy have a significant promoting effect on manufacturing agglomeration.Labor intensity and wage level have negative effects on the transfer of manufacturing industry. Finally,on the basis of the above conclusions, this paper puts forward some policy Suggestions on how to guide the industry to move eastward to the central and western regions,so as to realize the coordinated development of the eastern and western regions.
