Economic upgrading is the strategic goal of realizing sustainable economic development in China,and Scientific & technological innovation is the fundamental source of economic development and the core driving force of economic upgrading.At present,China's economic efficiency is not high,the level of industrial structure is still low,and the ecological environment pollution is serious.Only through economic upgrading can we change the status quo.Most of existing literatures focus on the single content of economic growth or technological progress.This paper systematically examines the connotation of economic upgrading,and dissolves it as three dimensions of economic efficiency and quality improvement,industrial structure optimization and ecological environment improvement,and explores the influencing factors of scientific and technological innovation on economic upgrading.Firstly,the paper explores the mechanism of science and technology innovation on economic upgrading and constructs a mathematical model.Scientific & technological innovation promotes the improvement of unit factor efficiency and product added value;scientific & technological innovation improves the quality of factor,promotes the flow of factor from low-efficiency industry to high-efficiency industry,improves the efficiency of factor allocation and promotes the upgrading of industrial structure;scientific &technological innovation improves the utilization efficiency of raw materials,saves energy use and reduces pollutant emissions,and promotes the harmony between economic development and ecological environment degree.Secondly,the empirical analysis is carried out by using the econometric equation.Using the panel data of each province from 2004 to 2017,this paper chooses the total factor productivity,the proportion of tertiary industry and the energy consumption per unit GDP as indicators to measure the three dimensions of economic upgrading,and examines the impact of scientific & technological innovation on economic upgrading from the input and output of scientific & technological innovation.The empirical results show that scientific & technological innovation has a positive effect on economic upgrading in general,but its influence has not reached the ideal state.It has a greater positive impact on economic efficiency and industrial structure upgrading,while it has no significant impact on ecological environment governance,and shows regional differences.Finally,from the point of view of the government and enterprises,some suggestions are put forward.The government should improve the system of scientific & technologicalinnovation,increase the guidance and support of scientific & technological innovation in various regions,stimulate the enthusiasm of enterprises for scientific & technological innovation,continuously increase investment in scientific & technological innovation,pay attention to improving the efficiency of income generation,and increase the intensity of scientific & technological innovation for ecological environment governance.Enterprises should enhance the sense of technological competition crisis in the market and rely on it.Technological progress and product quality to gain operational advantages,make full use of national policy guidance,adhere to the determination of independent scientific &technological innovation,scientific & technological innovation to master the core technology to achieve long-term stable development of enterprises.
