With the rapid growth of China's economy,China's economic development has begun to enter a period of adjustment.In 2012,China began to enter the period of economic growth shift,and the growth rate of national economy began to decline from 9.5%in 2011 to 7.9%in 2012.In 2016,the growth rate of the national economy began to drop to 6.7%.Up to the first quarter of 2018,the growth rate of national economy has been falling for 33 consecutive quarters from 2010.In 2015,our government promulgated the strategy of"innovation driven development",and pointed out clearly the importance of technological innovation to economic growth.Facing the transition period of economic development,adjusting industrial structure,strengthening independent innovation and realizing innovation drive are considered as an important way to promote economic growth at the present stage.In May 28,2018,general secretary Xi Jinping mentioned in an important speech at the Congress of the two academies."To be strong and to revive China,we must vigorously develop science and technology and strive to become the main scientific center and innovative highland in the world." To this end,this paper tries to explore the way to achieve sustained and stable economic growth in all regions of China from the effect of technological innovation and industrial structure upgrading to economic growth.This paper first reviews and summarizes the related literature about the impact of technological innovation and industrial structure upgrading on economic growth,and summarizes the theoretical mechanism of technological innovation and industrial structure upgrading to influence economic growth.According to the current situation of China's development,the data of 30 provinces from 2005 to 2015 are cited for descriptive analysis.Then,from the two aspects of innovation input and innovation output,this paper constructs a "technological innovation" index system to measure the level of technological innovation in various parts of China.Through the application of Moore structure index in the industrial structure,a method to calculate the index of industrial structure upgrading is constructed.Using the data of 30 provinces and cities in China,we select the system GMM model to estimate,and then carry out regression in the subregion.The results show that,in general,the economic growth can be promoted by technological innovation and the upgrading of industrial structure,and the effects of technological innovation and industrial structure upgrading have synergistic effects on economic growth.However,the differences between eastern,central and western regions are quite obvious.Therefore,this paper draws a conclusion that both technological innovation and industrial structure upgrading can promote economic growth in China,but the promotion effect of industrial structure upgrading to economic growth is more obvious than the effect of technological innovation on economic growth.In the aspect of technological innovation investment,increasing the input of R&D R&D personnel and investment of R&D research and development funds can promote economic growth,increase the effect of R&D investment on economic growth of China and increase the effect of R&D personnel on economic growth,and the effect of the increase of technological innovation investment on economic growth is from the eastern region to the East.In terms of technological innovation output,increasing the number of patent applications can promote economic growth,and the effect of technological innovation output on economic growth is decreasing in turn from the eastern region to the western region.Finally,the corresponding countermeasures and suggestions are given for the development of China's economy:actively developing innovative enterprises,promoting the construction of innovation platform,realizing the innovation driven strategy,perfecting the innovation system,developing education,strengthening the support of high-end talents,developing strategic emerging industries and realizing industrial structure adjustment and upgrading.This study is of great significance for China to achieve sustained and stable economic growth in the period of "stable and slow" adjustment.
