In our country,the thought of agriculture-oriented has been passed down for two thousand years,Today,the work of supporting agriculture in finance is still the priority of governments at all levels,the central and provincial government is mainly the study of global,basic,strategic and leading work,and The actual effect of supporting agriculture depends on whether the county government can in accordance with the policy of the province to ensure the implementation of work,whether it Can ensure the effect of financial support for agriculture,Therefore,it has important theoretical and practical significance to study the efficiency of financial support for agriculture in county level government.Based on this,This paper selects 28 counties in central and southern Zhejiang as the object of investigation.Through the analysis of the county’s financial support for agriculture performance,so that we have a clearer understanding of the county’s financial ability to stimulate agricultural development.This paper is divided into five chapters.The first chapter is the introduction,mainly elaborating the source of the selected topic and its significance,its research status,research ideas,research methods of this article,the innovations and shortcomings of the article.The second chapter is the theoretical basis of the performance evaluation of financial support for agriculture,This part first defines the related concepts,including financial support for agriculture policy,performance,performance evaluation and so on.Then Put forward the theory of financial expenditure for supporting agriculture,,including the endogenous growth theory,the transformation of traditional agriculture theory,public products theory and performance audit 3E theory.The third chapter is the analysis of the status quo of the use of fiscal expenditure for agriculture in the central and southern Zhejiang Province.T This chapter first introduces the current situation of the development of agriculture in the region.,then through the growth of fiscal expenditure,fiscal agricultural expenditure accounted for the proportion of agricultural output and fiscal expenditure on agriculture accounts for public finance budget expenditure proportion of three indicators to quantify,clearly describe The scale change of the fiscal support for agriculture in this region during 2005-2014,Finally,has made a simple summary for the development of the county’s financial support for agriculture policy;The fourth chapter is the empirical analysis of the economic efficiency of the fiscal expenditure for agriculture in the central and southern regions of Zhejiang Province.This part based on cross-sectional data for 2014,collect and finishing the 28 cities and counties of statistical data,first is the use of DEA method,from the angle of input and output to calculate the relative efficiency of fiscal expenditure in various counties and cities,and on this basis use the TOBIT model to estimate The main factors affecting the efficiency of fiscal expenditure;the fifth chapter is based on the study of previous chapters,puts forward some countermeasures and suggestions of improving the county fiscal expenditure efficiency.The main conclusions of this paper are:(1)The comprehensive efficiency of the financial support for agriculture in central and southern Zhejiang Province is low,and the regional factors on the efficiency of the regional financial support for agriculture.(2)7 factors,such as the mechanical power of per capita and the divergence of population,play an important role in the efficiency of financial support for agriculture.According to the above conclusions,this paper put forward County policy recommendations to improve the efficiency of fiscal agricultural support in Countries.recommendations:constructing the financial supporting agriculture fund stable growth mechanism;to strengthen the management of the funds,in order to improve the efficiency of the use of the funds for supporting agriculture;bulls simultaneously,comprehensive development,create good funds for agriculture to environment;break the regional barriers,enhance communication and learning between the county government;strengthen the supervision of financial funds for agriculture,improve the relevant system.
