The Performance Of Financial Support Agriculture In Liaoning Province:Evaluation Influence Factors And Countermeasures Research

From 2004 to 2016, the national has issued central no.1 document 13 years in a row, which focused on the problem of "agriculture, rural areas and farmers" and highlight the strategic position of agriculture. Agriculture itself has the quality of weakness. Consider on its important position in national economy, state and government at all levels must support and protection agriculture, financial support is one of the important means. In recent years, the characteristics of financial support agriculture in China are total increasing, multitudinousnes and target multiple.Financial support agriculture capital provides important financial guarantee and material basis for the development of "agriculture, rural areas and farmers". At present, the fiscal policy framework which includes supporting the food production, promoting the farmers' income, strengthening ecological construction, promoting the rural reform, speeding up the development of rural education, health and cultural undertakings has been establishedIn recent years, all levels of government of Liaoning province carries out the policy "industry nurturing agriculture and cities support the countryside", based on "giving more, taking less and allowing flexibility", finance support agriculture has obtained certain achievements. However, in the process of financial support agriculture, there are still many problems such as "valuing distribution, despising efficiency", unreasonable support agriculture scale and structure, the lowperformanceetc, which seriously affects the realization of the goal of agricultural financial subsidies and its role in policy. In order to give full play to the role of the finance support agriculture, it is of great significance to evaluate comprehensively theperformanceof agricultural financial subsidies, and find out the reason of restricting theperformanceimprovement.This study discusses the performance of the fiscal support agriculture in Liaoning province. Under the guidance of relevant concepts and theories of financial support agriculture and efficiency, on the basis of the analysis of current situation and achievement of financial support agriculture in Liaoning province, the study defines the principles and targets of financial support agriculture performance evaluation, adopts the method of principal component analysis to screen and optimize theperformanceevaluation indexes of agricultural financial subsidies, uses DEA nonparametric method to evaluate the performance of regional financial support agriculture, which involves the supply, income, the livelihood of the people and the ecological environment comprehensive four aspects, includes relatively staticperformanceand dynamic performance change trend analysis, and draws a conclusion that the performance of agricultural financial subsidies is low in Liaoning province, at last finds the cause of low efficiency. At the same time, the paper established Tobit model, uses regression analysis based on DEA-Tobit two-step method, finds the external factors influencing the performance of agricultural financial subsidies in Liaoning province. Finally, the article proposes the strategies, from aspects of "inside" and "outside", to enhance the performance of financial support agriculture, and provides references for agriculture support in Liaoning province.Main findings are as follows:First of all, on the basis of the static relative efficiency, five cities such as Dalian, Anshan, Fuxin, Yingkou and Liaoyang have the bestperformancelevel in the probationary period of seven years; four cities such as Benxi, Panjin, Tieling and Chaoyang have the betterperformancelevel; Fushun city, Dandong city, and Huludao cities, theperformance of agricultural financial subsidies is low. The main cause of low performance is scale performance invalid. Because of scale diminishing returns, the local governments should reduce the scale and improve the structure of agricultural financial subsidies. Among the four aspects of supply, income, the livelihood of the people and the ecological environment, ecological environment performance is the worst. It is the main crux of the performance improvement of agricultural financial subsidies in Liaoning province. In addition,the regional overall performance value is greater than the clausal performance, the performance of 14 cities is greater than the belonging agricultural counties (cities). The conclution proves that financial support agriculture must be taken as a whole, performance will be better.Second, from the performance change trend conditions, MPI based on supply, income, the livelihood of the people and the ecological environment all is under 1,which fully proves that the performance of agricultural financial subsidies in Liaoning province is on the decline as a whole. The analysis results show that the technical progress index decline is the root cause of resulting in a decline. The result based on the analysis of the 44 counties further proved the correctness of the conclusion above.Finally, for Liaoning province, the self-sufficiency of financial, urbanization level and the agriculture, forestry and fishing output accounting for in GDP are the main external factors affecting theperformanceof agricultural financial subsidies in Liaoning province.
