Research On Efficiency Of Fiscal Expenditure On Agriculture In Anhui Province

China is a developing country with a large population.Agriculture is the basic industry of our country and the foundation of national economy.Its development is closely related to economic growth,social stability and cultural development.However,agriculture has certain weakness,which is characterized by slow capital turnover and long production cycle,and agriculture will be affected by natural conditions and market price fluctuations,therefore,we need to use financial means to support the development of agriculture.In the initial stage of New China,the priority of our country is the heavy industry,and the macro-policy of our country is inclined to the heavy industry,so the agriculture is in a backward position.“Agriculture heavy,the outline of the state”,we should adhere to the historical view of agriculture,rural areas,farmers.As a big agricultural province of our country,Anhui province has issued a lot of financial policies to support agriculture,which play an important role in ensuring grain output and raising farmers’ income.With the change of the situation and the implementation of the policy,it is necessary to evaluate the efficiency of the current policy objectively,which can provide reference for the optimization and adjustment of the policy.Based on this,this paper uses the statistical data of 61 counties(cities)in Anhui Province from 2011 to 2019 to study the efficiency of financial support for agriculture and its influencing factors.Firstly,this paper clarifies the core concepts of fiscal expenditure for agriculture and efficiency of fiscal function expenditure on the premise of combing domestic and foreign related academic research results,the related theories of public goods,financial agricultural investment and principal-agent are expounded.Secondly,this paper analyzes the current situation of supporting agriculture in Anhui province based on the provincial,municipal and county levels,using the DEAMalmquist model,the paper calculates the efficiency of financial support to agriculture of 61 counties(cities)in Anhui Province from 2011 to 2019 from the static and dynamic angles,and finds that DEA is invalid in most counties(cities)in Anhui province during the sample observation period.Based on the calculated efficiency,this paper further analyzes the factors affecting the efficiency of financial support for agriculture in Anhui province by using the Tobit model,the results showed that the GDP per capita,the agricultural machinery power of each county in Anhui province,the amount of chemical fertilizer applied in each county in Anhui province,and the proportion of agricultural expenditure in each county of Anhui Province in the total financial expenditure of the region all had positive effects on the efficiency of agricultural expenditure in Anhui province,among them,the proportion of fiscal expenditure on agriculture in the total fiscal expenditure has the greatest impact on the efficiency of fiscal expenditure on agriculture,the paper also analyses the heterogeneity of the influencing factors of the comprehensive efficiency of the fiscal expenditure on agriculture in the northern,central and southern regions,the results show that in the northern region,the effects of gross domestic product per capita,total agricultural machinery power per capita and the share of fiscal support expenditure on agriculture in total fiscal expenditure did not pass the significance test on the combined efficiency.In the central region,per capita GDP,fertilizer application and the proportion of fiscal expenditure to agricultural expenditure have positive effects on the overall efficiency of fiscal expenditure on agriculture.In the southern region,gross domestic product per capita,total agricultural machinery power per capita will and the share of financial support for agriculture in the city’s financial expenditure have a positive effect on the overall efficiency of financial support for agriculture.Finally,based on the above research conclusions,and according to the actual situation of agricultural development in each county,this paper puts forward some suggestions on how to improve the fiscal expenditure on agriculture,optimize the structure of fiscal expenditure on agriculture,improve the infrastructure construction and strengthen the supervision and management of fiscal funds for agriculture.
