The report of the 19 th National Congress of the Communist Party of China pointed out that China's economy has shifted from a high-speed growth stage to a high-quality development stage.As a frontier region of China's scientific and technological innovation development,coastal provinces and regions have always been the focus of domestic scholars' economic development and resource utilization.In the period of economic transformation in the new era,the analysis of the evolutionary law and internal and external influence mechanism of the input and output of science and technology innovation resources in coastal provinces is a research trend of innovative geography with cross-disciplinary nature,which is to promote the scientific and technological innovation of coastal provinces.It also plays an important role in the scientific and technological innovation status of coastal provinces and regions,and it is also the era appeal of innovative country construction.The article takes the coastal 11 provinces as the research subject,and the scientific and technological innovation efficiency as the research object.Combining qualitative and quantitative,it measures and evaluates the technological innovation efficiency and influencing factors of coastal provinces and regions.Among them,the super-efficient SBM model is used to analyze the time evolution characteristics of scientific and technological innovation efficiency,and the standard deviation and coefficient of variation are used to characterize the evolution characteristics of regional differences;the center of gravity,long axis and short axis in the standard deviation ellipse method are used.Parameters to characterize the spatial pattern evolution characteristics of scientific and technological innovation efficiency in coastal provinces;use the threshold regression model to analyze the dynamic impact mechanism of scientific and technological innovation efficiency in coastal provinces from government support,higher education development level,infrastructure,opening up and industrial structure.The research shows that:(1)During the study period,the average value of scientific and technological innovation efficiency in coastal provinces rose by 20.5%,and the growth rate during the “Twelfth Five-Year Plan” period(7.09%)was even higher than that during the “Eleventh Five-Year Plan” period(10.18%).Volatility;In the regional differences,the differences in the efficiency of technological innovation in the coastal provinces are generally decreasing,and the absolute differences and relative differences are characterized by fluctuations;(2)Spatially,the scientific and technological innovation efficiency values of coastal provinces generally show a spatial pattern of “south(slightly westward)to north(slightly westward)” and show an expansionary trend,with the elliptical north(slightly west)or south(Slightly westward)The speed of technological innovation efficiency in the provinces and regions is relatively fast;(3)Influencing factors,government support There is a non-single linear relationship between the intensity,the level of higher education development,the level of infrastructure development and the level of opening up and the efficiency of scientific and technological innovation in coastal provinces,and both show double threshold characteristics,and the industrial structure also has a significant positive impact on the efficiency of scientific and technological innovation;The actual situation of regional development,rational adjustment of the scale of financial science and technology investment,according to the endowment of educational resources,strengthen the construction of talent training gradient,avoid blindly focusing on scale expansion,the same Optimize the external environment within the construction and technological innovation,pay attention to avoid blind investment and risk "industries interrupted," it is an important step to improve the efficiency of the coastal provinces of science and technology innovation.
