Research On The Implementation Of The Corporate Annual Report Publicity System At The Grassroots Level Under The Background Of Credit Supervision

As the most important participant in market economy,enterprise credit has a profound impact on the stability of social order and the development of national economy.On October 1,2014,China formally implemented the publicity system of annual reports of enterprises.The publicity system of enterprise annual report is an important content of the new market supervision system with credit supervision as the core.It aims to promote the implementation of credit supervision through the benign interaction among the government,social organizations,the public,enterprises and other multi-subjects,thus promoting the construction of a unified social credit system.Since the implementation of the system,some results have been achieved,and the long-term mechanism of enterprise credit supervision has gradually formed.This paper takes the implementation of enterprise annual report publicity system at grass-roots level under the background of credit supervision as the research object.Through an objective analysis and summary of the implementation of W County,it is found that in the process of implementing the publicity system of annual reports of enterprises at the grass-roots level,there are some outstanding problems,such as excessive participation of market supervision departments,lack of awareness of corporate responsibility,limited participation of social forces,and poor information sharing among government departments.The phenomenon of vacancy is prominent,and the ideal situation of multi-governance has not yet been formed.Then combined with the grass-roots practice throughout the country,through the phenomenon to tap the essence,from the legal system,participants,social environment three levels,in-depth search and discussion of the causes of the problems at this stage.Finally,from the perspective of public governance,the author tries to find a solution to the problem,and puts forward a series of practical countermeasures and suggestions from three aspects: the establishment of a scientific and complete legal system,the construction of a regulatory system of pluralistic participation,and the improvement of the rule system of coordinating interests,in order to be able to put forward the work of the relevant government departments.For some useful reference.
