A Study On The Performance Assessment System Of Industry-university-research Collaborative Innovation On Campus

While the studies on synergy creation of production,learning and research in the foreign research community have developed to maturation,related researches in China just start with the strong advocating in recent years.At present,scholars conduct the studies mainly from the perfective of companies or take them as core.Most studies in this filed are centered on the mechanism,influences factors,existing problems,importance and so on.But the related works on the performance of collaborative innovation in universities are scarcely seen.Based on the research orientation,related literatures and interviews wit experts in this filed,a performance assessment system four grade ? indexes,namely the input,output,degree of adaptability and capacity of collaborative innovation,and twelve grade ? indexes such as investment in R&D,number of conducting collaborative innovation experiment.The equality of profit distribution,number of patent application etc.,was constructed.It is shown in the research that these four grade ? indexes for performance assessment share almost the same weight,they are 0.23,0.24,0.26 and 0.27 respectively.Interviews reached a result that since these four grade ? indexes comprehensively reflect every dimension that influence the performance of collaborative innovation in universities,great differences in the weights for every index are not allowed.In the process of deciding on these weights,the author builds matrix of pairwise compare among these four indexes,after which the maximum latent root of the matrix can be drawn out on the Matlab.The AHP is also conducted for consistency check.It turns out on that all the CRs are less than 0.1 in the consistency check for 4 grade ? indexes and 12 grade ? indexes.Therefore,the weights for the author is confident that these weights are reasonable.Among all these grade ? indexes,the maximum one is for the frequency of collaboration among universities,enterprises and R&D institutions,which is 0.39.The reason for this is that the willingness to cooperate and actual number of collaboration can positively reflect the status of collaborative innovation in a university in these experts opinion.The laboratory and company based on R&D achievement amount for only 0.16.It does not indicate the index fails to reflect the status quo but a relatively lower performance when umpired with other indexes.It also founds out that laboratories and companies of this kind need a one-year period,it takes a long time to turn works and programs into companies.That is the reason for a lower percentages.In terms of those comprehensive weights,the number of collaboration promotion of faculties title and the percentage of R&D fund are the top 3,accounting for 0.13,0.12and 0.1 respectively.After choosing weights for the performance assessment system in the fields of collaborative innovation through AHP,the author selects two universities from Shenyang and Nanjing,and distributes questionnaires both online and offline during March and July,2018,a time period absent of vacations,final examination or professional title appraisal.500 questionnaires are distributed online and 86 of them are abandoned from those participants with repeated IP,invalid time limit and incomplete contents.82.8%of these questionnaires are valid.In the process of questionnaire distribution,the effective rates are 92%and 90%respectively with 100 questionnaires distributed in the universities of Nanjing and Shenyang.The final scores of both universities are acquired after moralizing the data through fuzzy analytical method.Three of the grade 2 indexes in the university of Shenyang are proved to be higher than that of its counterpart in Nanjing in terms of the input of collaborative innovation.The reasons for these higher indexes in Shenyang are found to lie in the special geographical position,related policies and planning direction of the university after filed research and data collection.Scores of the rest three grade one indexes and 9 grade 2 indexes of the university in Nanjing all exceeds that of Shenyang.The comprehensive university ranking,faculties etc.are all found to be better than that of Shenyang,which echoes the results and accuracy of the performance assessment model.It also proves that Nanjing is better at the collaborative innovation.A university-centered performance assessment system is established through collaborative innovation performance system construction,weight distribution and empirical analysis in order to facilitate the work for stakeholders such as universities,governments,enterprises,research institutes etc.,and provide partners with more assistance for determining the directions of investment and policy making.
