China’s economic and social development has always been present urban-rural dualization characteristic. Urban-rural dualization is not only reflected in the large gap of urban and rural economic development level, also in urban and rural social security and public service system, etc. At present, China has entered a critical period of transition to economic and social development. Accompanied by the enormous pressure of the aging population, the transformation of economic development,Urban and rural problems is becoming the restriction factor of China’s economic and social development.China’s basic medical security system also presents typical urban-rural dualization characteristic.The binary segmentation of the system is more and more not adapt to the development of equity, and liquidity, sustainability requirements.Therefore,actively explore the basic medical security system integration, to promote the integration of the basic medical insurance system, to achieve universal health care, with the theoretical and practical significance to promote people’s basic health equalization of public services, and promote the integration of urban and rural development.The theme of this paper is about Research On Urban—rural Integration Countermeasure of Medical Insurance System.At first, investigate the background and significance of this research, and summarize the research achievements about Medical Insurance System at home and abroad.And then in the basic medical and health care for urban and rural integration of defining the related concepts and theoretical analysis, focus on the analysis of problems existing in the current system of basic medical insurance, basic medical security system and the foreign construction experience is summarized; Finally, puts forward some countermeasures for the realization of the basic medical and health care for urban and rural integration.
