Human resources are of great strategic and practical significance for the survival and development of the manufacturing industry.The trained labor force can create greater social benefits in its own position.In China,the prominent structural contradiction of labor force,together with the influence of individual cultural quality,social concept,economic development,local policies,enterprise competition and other factors,makes the loss of the front-line labor resources engaged in production seriously and affects the healthy development of enterprises.At present,China's economic development has entered a new normal stage with obvious downward trend.However,compared with the huge economic volume,China still maintains a high growth rate,which is commendable.This also caused the contradiction between the sustained economic development and the serious shortage of labor supply,which led to the "shortage of labor" in the production and manufacturing industries.Chemical fiber industry has been developing rapidly in China's textile industry.With the in-depth development of national "three go and one supplement" work,higher requirements have been put forward for the quality of labor force.Reality,businesses generally encountered employment difficult,retention more difficult dilemma,on the one hand,enterprises of new production line because of the lack of a gleam of labor cannot be saturated to start,on the other hand new hiring workers and some skilled front-line employees resigned due to environment,treatment of,severe pick groove,enterprises every year for the idea of trying to recruit more staff,to make up for a lack of labor force of confusion,so a line positions and lack of labor force has become the important factors that affect enterprise development.This paper takes the competency model as the entry point,and studies the employee recruitment and training system construction of the company by means of field survey and research,interview and question survey.Firstly,the meaning of competency is expounded,and the construction method and idea of competency model are clarified.Secondly,on the basis of the research object and content,combined with the actual situation of A company,with the tools of competency model,and systematically explains the competency model meaning,methods and steps of constructing competency model need,for the construction of A gleam of staff competency model and the train of thought in building,highlight the competency model in the first-line staff recruitment and training plays an important role.Secondly,in-depth analysis of A chemical fiber enterprise human resources status,through the questionnaire and the detection and analysis of practical problems facing the enterprises,especially in the recruitment and training employees exposed problems,puts forward the ways to solve these problems,finally focuses on the two type of work in A chemical fiber enterprise first-line employees(i.e.,the winding and the spinning)of competency model and the competency requirements and system building and training.The research conclusions are of great significance and value for enterprises to make talent strategic planning,recruit talents for positions,and effectively train and develop talents.
