Under the background of today’s booming economy, competition is getting more and more penetrated into every aspect of society. Man is always in the core status, and talent competition is more intense, and increasingly by all the attention, especially small and medium enterprise’s attention. With the reform and opening up, the concept of competency imported from the outside was applied to enterprise management.The development of small and medium enterprises in China has gradually become an important part of the economic structure in China, but it still lags behind in the field of human resource management.The small and medium-sized enterprises ANXIN Company in the talent market, competition becomes powerless. Because the company is not big, the financial resources, limited resources, the introduction of outstanding talent is very limited. On the other hand, the company’s human resources management level is not a system, is not an ideal state. Also cause the company personnel work efficiency is not high, and it is difficult to form the talent competition advantage.At present, the domestic large enterprises widespread application of competency model to solve the problem of personnel performance, especially like ANXIN Company to do the domestic small and medium-sized enterprise personnel issues. The paper builds a competency model, company personnel recruitment structure and scheme optimization, forming force recruitment system based on competency to recruitment solutions to organizational talent performance problems from the start, for the industry and the small and medium-sized enterprises to establish their own competency model to bring some help.This paper is divided into five chapters. The first chapter introduces the background and significance of the research, the method and the way of thinking. The second chapter introduces the related concepts and theoretical basis of the research. The third chapter, mainly using the method of deep essence company, interview, questionnaire survey, analysis of the company’s recruitment. The fourth chapter, focuses on using behavioral event interview method construction, evaluation, verified and revised competency recruitment model based on. The fifth chapter, to optimize the ANXIN company recruitment system, the introduction of competent force model, and ultimately the formation of talent recruitment system based on competency.
