Research On "Yangpu Model" And Its Impact In The Construction Of Provincial Special Zones In Hainan

In the late 1970s,under the situation when China's economy was undeveloped and foreign exchange reserves were badly needed,Deng Xiaoping summarized foreign countries' experience in development and combined it with China's actual situation to initiatively propose the idea of opening to foreign countries.As achievements and experience were obtained during the exploration of 'point' and 'line',China continued to conduct deeper opening up on a larger scale and also decided to establish a special economic zone in Hainan province.From then on,Hainan has become a special economic zone with the largest area and the highest degree of opening up.Due to its large area which was not easy to be developed at one time,the Hainan provincial party committee and provincial government at that time decided to set Yangpu area as the pilot to conduct experiment and since then Yangpu area which had slept for a thousand years ushered in great development opportunities.As the Hainan provincial government had no enough fiscal revenue to support the overall development of Yangpu and the development mainly depended on national preferential policy,Hainan province party committee and provincial government initiatively proposed the development mode of introducing foreign investment to develop Yangpu by area contract.This mode was questioned under the condition when people's mind was not fully emancipated and with the promotion of media it triggered a 'Yangpu storm' in society which shocked both China and foreign countries at that time.And finally,with the support of the central government,Deng Xiaoping made an important instruction to calm down the 'storm '.While celebrating the 30th anniversary of the establishment of the special economic zone in Hainan province,General Secretary Xi Jinping gave an important speech,announcing that the central government has decided to establish free trade pilot zones and free trade ports with Chinese characteristics in Hainan and focus on establish 'three zones with one center' so as to'make Hainan as a famous name card to show Chinese style,Chinese manner and Chinese image'.Under such a significant background,this thesis analyzes the main points among social public opinions on Yangpu development mode based on summarization of the exploration process 'at home and abroad' during the development and construction of Yangpu so as to analyze the reasons for 'Yangpu storm' and summarize the disadvantages and its influence of Yangpu development mode as a new thing which provides references for building the current free trade zones(ports)in Hainan.
