In December2006, the birth of Suzhou Industrial Park free trade zones marks China’s first free trade zones to set up. Since then, under the push of government at all levels, all over the country rise a boom of building a free trade zones.With free trade zones in function, policy, taxation, foreign exchange and other aspects of the unique advantages, the most free trade zones of successful operation, greatly improved the level of foreign trade, led to the development of local economy and enhanced the competitiveness of the city. However, there are few free trade zones because of lack of reasonable investigation and planning, hastily built, the construction scale and demand does not match the situation. Some blindly pursuing big, emerged a large number of idle land, causing the waste of resources. While some size is too small, cannot satisfy the needs of logistics economic development.Based on Linyi free trade zones as the research object, this paper first introduces the overview of areas under special customs supervision in our country, analysis of the necessity of Linyi set up free trade zones, further illustrate the Linyi bonded demand; Tourism destination gravity model was applied to the bonded logistics distribution prediction, and considering the free trade zones to the port from the influence of transportation cost; Finally the bonded gravity model are used to get the logistics quantity, combined with the chance constrained programming model, to get the bonded logistics zone and bonded processing zone size, then the construction scale of the whole free trade zones.
