Problems And Countermeasures In The Redevelopment Of Urban Low-efficiency Land In Yuyao City

Under the background of new urbanization,the redevelopment of inefficient urban land is put forward to solve the contradiction between land supply and demand,optimize the space and layout of land use,accelerate industrial transformation and upgrading,and promote the integration of urban and rural development.It is an important measure to promote the intensive and economical use of land.In recent years,Yuyao City has made continuous exploration and attempt in the work of re-development of inefficient land,and has made some achievements.However,due to various reasons,there are still many problems in the progress.In this paper,Yuyao City is taken as the research object,and from the perspective of "the re-development of inefficient land",by means of documentation,investigation,quantitative analysis and case study,with the help of land intensive use theory,human-land relationship theory and location theory,the re-development of urban inefficient land in Yuyao City is discussed in accordance with the research idea of "finding problems,analyzing problems and solving problems".On and research.Firstly,this paper reviews the foreign urban renewal theory and domestic scholars' research on the problems,identification criteria,difficulties,models,countermeasures and suggestions in the re-development of inefficient land,and constructs the theoretical framework of the re-development of inefficient land in Yuyao City.Secondly,the paper analyses the problems existing in the redevelopment of urban inefficient land in Yuyao City,such as the lack of scientific index system,the low quality of redeveloped inefficient land,the small amount of inefficient land conforming to the "two regulations",the difficulty of work coordination,the low initiative of the main body of power to develop,and the restriction of land management system,and probes into the causes of these problems.The top-down criteria and procedures stipulate that the lack of diversified subjects,lack of experience and technical strength,low integration rate of land use master planning and urban-rural planning,unclear ownership of historic inefficient land,lack of effective incentive mechanism for inefficient land re-development,and weak adaptability of land management system.Finally,in view of the existing problems,the paper puts forward some countermeasures and suggestions,such as defining the criteria for identifying inefficient land use,speeding up the pilot land spatial planning,improving the procedures for the replacement of historical legacy land,establishing incentive mechanism for the redevelopment of inefficient land,and improving the land management system.
