The redevelopment of inefficient industrial land is an important part of promoting supply-side structural reform.It is an important way to reduce excess capacity and to eliminate backward production capacity to promote the conservation of intensive land use,industrial transformation and upgrading,and improving the quality and efficiency of enterprises.In the face of the most stringent farmland protection system in our country,the control measures for the scale of construction land are restricted."Strict control of increment,inventory,optimization structure and efficiency".It is imperative to implement the redevelopment of inefficient industrial land.So,it is very important to take a means of investigation,understand the current situation of inefficient industrial land in central city and find out the reason,propose a solution.The paper is based on the census of industrial land in qinhuai district and xuanwu district in nanjing.To obtain data by means of field reconnaissance and visit.The results of industrial land use in two districts were analyzed by qualitative analysis and quantitative analysis.The results of comprehensive evaluation of land use performance and redevelopment potential are compared.Proposing land development and utilization suggestions.The paper thinks that the main cause of inefficient industrial land is,idle land,low production capacity,unreasonable industrial structure and industrial layout are not suitable for urban development needs.The main performance of the inefficient industrial land in this research area is:(1)In the development zone,there are still some unused land enterprises that have not been developed or the land use efficiency is low.tIn the Baixia Hi-tech Park in Qinhuai District.The reason for the existence of inefficient land lies mainly in the poor management of the park,which leads some enterprises to idle land after entering the park.And the Baixia Hi-tech Park was built late.It is still under development and there is still much room for improvement in land use efficiency.In xuzhuang software park of xuanwu district,the inefficient land is mainly due to the overdevelopment of green land when the park was built,result in the overall land use efficiency not up to standard.(2)In the center of the city,The Qinhuai District's inefficient use of land is mostly due to the layout of scattered facilities should be withdrawn from the enterprise site.In Xuanwu District,there are inefficient use of land due to industrial land withdrawal and historical problems.(3)In the non-central area of the city,there are fewer areas of low efficiency in the two districts.Through the field investigation,it is found that most of the backward industries and the surrounding infrastructure-construction are inadequate to the inefficient land.The paper also proposes to build a low-use land redevelopment planning system for the redevelopment of low-use land,to improve the performance evaluation mechanism for land use,and to stimulate relevant departments' countermeasures and suggestions on the enthusiasm for the re-development of inefficient land.
