In the context of the new economic normal and new urbanization,the focus of land planning practice is facing a shift from "incremental planning" to "stock planning".In the future,land development will gradually enter the stage of using existing space as the main focus.Promoting the transformation and conservation development of old urban areas,old factories,and urban villages is the focus of future research on the redevelopment of existing land.In the context of Zhejiang Province’s launch of the creation of a land-saving and intensive demonstration province and the goal of building a beautiful China’s leading area in Hangzhou,study how to control the scale of construction land,explore the spatial distribution pattern of inefficient land,tap the potential of existing construction land and propose practical redevelopment strategies have important practical significance for the continued promotion of Hangzhou’s urban development.This paper studies the current status of construction land in Hangzhou,as well as the status and spatial pattern of inefficient land use in Hangzhou’s urban area.Based on the characteristics of spatial differentiation,the cause analysis of the agglomeration phenomenon in old factories,mines,old towns,and old villages,and the problems of inefficient land in high-value agglomeration areas and the activation path of inefficient land in low-value agglomeration areas are obtained;Based on the classification results and the characteristics of inefficient land use in the Hangzhou urban area,a multi-angle redevelopment strategy is discussed.The main conclusions of this article are:First,there is still much room for development in Hangzhou’s urban area.The area of inefficient land in Hangzhou’s urban area is 10261.31 hectares,accounting for 90.24% of the entire Hangzhou area.Among them,the areas of old factories,mines,old towns,and old villages are 6604.46 hectares,2616.41 hectares,and 1036.45 hectares,accounting for 64.40% and 25.50%,10.10% respectively.In terms of total inefficient land,Xiaoshan District has the most,and Shangcheng District has the least.In terms of old factories and mines,Xiaoshan District has the most,and there are no old factories and mines in Shangcheng District and Fuyang District.For old towns,Xiaoshan District has the most,and Xiacheng District has the least.As far as ancient villages are concerned,Fuyang District has the most,and there are no old villages in Binjiang District and Shangcheng District.Second,studies on the distribution and morphological characteristics of inefficient stocks based on kernel density estimation show that,the density value of the total inefficient land is between 0-29.6145 per square meter,and its morphological characteristics are "large agglomeration,multi-core scattered";the density value of the old factory mine is between 0-24.1524 per square meter,and its morphological characteristics are "multi-core,large dispersion";the density value of the old town is between 0-10.5138 per square meter,and its morphological feature is "small cluster,multi-core dispersion";the density value of the old village is between 0-2.08581 per square meter,and its morphological feature is "multi-core agglomeration".Thirdly,research on the spatial correlation of stock inefficient land based on spatial autocorrelation analysis shows that,there is a spatial agglomeration of inefficient land in urban areas of Hangzhou.The high-value clusters of overall inefficient land are distributed in Xihu District(1),Gongshu District(3),and Shangcheng District(1).The high-value clusters of old factories and mines are distributed in Jianggan District(1),Xiaoshan District(1),Gongshu District(1).The high-value clusters of old towns are located in Xiacheng District(1),Xiaoshan District(1).The high-value clusters of ancient villages are in Gongshu District(1).Fourth,based on the multi-factor comprehensive discriminant method,the prioritized results of the development of inefficient land use indicate that,the priority ranking of the redevelopment of old factories and mines is(1)Xiaoshan District;(2)Binjiang District,Xiacheng District,and Yuhang District;(3)Gongshu District,Xihu District and Lin’an District;(4)Jianggan District.The old town redevelopment priority rankings are(1)Xiaoshan District,(2)Gongshu District,Shangcheng District,Yuhang District,and Fuyang District;(3)Binjiang District,Jianggan District,Xihu District,and Xiacheng District;(4)Lin’an District.The old village redevelopment priority rankings are(1)Fuyang District,(2)Gongshu District,and Xiaoshan District;(3)Lin’an District,Yuhang District,and Xihu District;(4)Jianggan District.Fifth,the redevelopment of old factories,mines,ancient towns,and villages in the urban area of Hangzhou should follow the above order.The space planning strategy,multi-agent redevelopment strategy,industrial structure upgrade strategy,and the ecological environment comprehensive improvement strategy should be carried out in order of priority development zones,key development zones,middle and late development zones and postponed development zones.Combined with the actual situation,the high value clusters of old factories,mines,old towns and villages are given certain redevelopment priority.
