Research On The Financing Model Of Construction And Utilization Of Urban Utility Tunnel

Along with the development of our cities' modernization,the construction of the underground pipe gallery has eliminated the disadvantages of traditional directly buried installation of municipal pipeline,which embodies modernization and technology and intensification of the urban construction,became one of the important development object of city construction in our country.Although such projects are supported by relevant national policies and regulations and government departments,but its development and promotion seems still very difficult.The main reason is that not only the early stage of the construction quantity of the underground pipe gallery is big,but also the operation management and maintenance in the late need a lot of financial support on the premise of limited government fiscal revenue.If the project is simply rely on local government financial investment,it will be difficult to ensure its sustainable development.In view of this,it is a beneficial attempt to find a suitable construction and operation of urban underground pipe financing model.In this paper,the authors collected the relevant data firstly,understood the construction status of underground pipe gallery on the world,summarized and compared the existing applied to the comprehensive utility tunnel construction and utilization of different modes of project financing,concluded the characteristics of each type of financing mode and the applicable range and advantages and disadvantages,to find out which kind of significant obstacles is being faced or will be faced in the process of project financing of urban comprehensive tube by combining with our national condition analysis.the author chooses AHP analysis method to determine the index system of financing model of urban comprehensive tube of each index and its weights,and put forward the urban comprehensive utility tunnel project financing choice method basing on the extension evaluation method.And combined with the actual situation in our country,using the evaluation method for a particular integrated utility tunnel project select the most appropriate financing,which can provide reliable basis for municipal investment,and further promote the sustainable development of urban underground pipe gallery.
