At present,the construction boom of underground integrated pipe corridors has emerged in various cities in China.The integrated pipe gallery not only effectively solves the problem of traffic congestion and environmental damage caused by the traditional direct buried laying of municipal pipelines,but also saves social resources and improves urban comprehensive bearing.The role of force.Because of the huge scale of investment in engineering construction,it cannot rely solely on the government's fiscal expenditure,and the PPP model can just make up for the shortcomings of financing and give full play to its strong investment and financing advantages in public infrastructure.However,there are also shortcomings in the reference to the PPP model.The reason is that there are many participants and the project life cycle is long,which makes the financing structure complicated,so there are many uncertain factors.Therefore,the comprehensive and accurate identification and quantitative evaluation of financing risks has important research significance.By studying the definition,basic characteristics and attributes of the government-social capital cooperation model(PPP model)and the urban underground integrated pipeline corridor,as well as the in-depth analysis of the existing investment and financing models at home and abroad,it is found that most of the integrated corridor projects use BOT.mode.Therefore,on the basis of the characteristics of the integrated management of the current management corridor in China,the applicability of the PPP model and its related subjects are studied,and the entry point of risk identification and evaluation is found.The Hierarchical Holographic Model(HHM method)is used to comprehensively identify the financing risks under the PPP mode of the integrated pipe gallery in a comprehensive,multi-perspective and high-dimensional system.Based on the risk filtering,rating and management framework(RERM method),combined with entropy The rights law and the double standard filtering method filter and filter the risk factors to construct a complete financing risk index system for the urban underground integrated pipe gallery PPP model,making it more comprehensive,systematic and scientific.Based on the financing risk index system under the PPP mode of the integrated pipe gallery,the paper analyzes and analyzes the methods of risk evaluation and its advantages and disadvantages.Finally,the Critic method,which can reflect the objective weight,is combined with the subjective weight calculation method AHP method.Construct a fuzzy comprehensive evaluation model of Critic-AHP,and use SPSS software to test the reliability of the data of the questionnaire survey to improve the reliability of expert scoring.A case study on financing risk was carried out with the PPP model project of the integrated pipe gallery of Xiamen Xiang'an New Airport Area.The financing risk of thesocial capital side under the whole life cycle of project financing,planning,design,construction and operation of the PPP model of Xiamen Xiang'an New Airport Area is analyzed and studied.The evaluation results show that the project The financing risk is at a general level.Construction risk,management risk and market risk need to be controlled and controlled,and the relative importance coefficient is further analyzed.It is found that the value of the value does not affect the final evaluation result,which fully verifies the feasibility of the risk model.It provides a unique perspective for financing risk assessment of similar projects.
