Research On Financing Risk Management Of PPP Project Of Baiyin Underground Comprehensive Pipe Gallery

With the rapid development of the city,the level of infrastructure construction is required to be further improved.Urban underground comprehensive pipe gallery is more and more favored by the government because it can improve the urban function and enhance the urban comprehensive bearing capacity.However,the demand for funds for the construction of underground pipe gallery is large,and the government’s financial capacity is insufficient,so the PPP mode and the introduction of social capital have become the first choice to solve the financing problem of pipe gallery.PPP model can not only help to build urban infrastructure,but also help to change the function of government.However,due to the characteristics of long cycle,limited franchise period and many stakeholders,there are a lot of uncertain factors in the construction of the pipe gallery project,coupled with the lack of effective financing risk management,which greatly improves the possibility of project failure.Therefore,it is necessary to carry out financing risk management in order to successfully promote the comprehensive management Gallery Project.In view of this,this paper takes the PPP project of Baiyin comprehensive management corridor as the research object,based on relevant concepts and basic theories,and starting from the currentsituation and effect of financing,makes a detailed study on the financing risk management of the project,which mainly includes: first,using fault tree method to identify the financing risk of the project for the first time,using expert investigation method to identify the financing risk for the second time,getting 6 major risks and 18 key risk factors of the financing of the PPP project of Baiyin pipe gallery,so as to form a comprehensive and systematic financing risk identification result,and provide reliable data support for the subsequent financing risk evaluation of the project..Secondly,based on the established index system of financing risk of PPP project of Baiyin pipe gallery,the risk weights of all levels are gradually obtained by AHP and the consistency test is carried out to ensure the scientificity.The risk evaluation values of index layer,criterion layer and target layer are calculated step by step by using three-level fuzzy comprehensive evaluation method,and the financing risk of the PPP project of the Baiyin comprehensive management gallery is obtained as the medium risk.Finally,based on the results of financing risk identification and evaluation,this paper makes an in-depth analysis of the causes of financing risk of the Baiyin corridor PPP project,and proposes corresponding financing risk response measures for the Baiyin Corridor Project in combination with the relevant specific circumstances,in order to realize the comprehensive and effective financing risk management of the project,and provide meaningful reference for the financing riskmanagement of other similar projects.
