| The endowment insurance in China presents a situation fragmented,which means,among the social insurance executive agencies in the developed regions and underdeveloped regions,the quality of public service and the management capacity are seriously unbalanced.As a result,it is necessary to promote the standardization construction of endowment insurance in all of the country.Microscopically speaking,Chinese government will set up the standards for all of the pension executive agencies in different parts of the country,in this way,management and organization specifications are unified,which is an important prerequisite for the national pooling of endowment funds.From the microcosmic point of view,the promotion of standardization will help the pension executive agencies to improve the internal management,also prevent the risk in the operation process,so that the safety of endowment fund is ensured.Besides,standardization construction will also help the pension executive agencies to improve public service capacity,so that the agencies will provide more convenient,high-quality,accurate and non-differentiated public service.From the perspective of local administration,by reviewing the history,characteristics,and achievements of the standardization construction of Xiamen’s pension executive agency,this paper,with the help of PDCA cycle management theory and internal control theory,tries to construct the standardization system of endowment insurance in social security agencies,and forms a spiral rising cycle system,which is including:formulating and revising standards,implementing standards,monitoring and evaluation,as well as feedback.At the same time,according to the performance evaluation theory,the evaluation indexes of the standardization system are detailed,and evaluates objectively the development of endowment insurance in Xiamen.This paper decomposes the process of standardization construction of Xiamen executive agency,in order to raise the problems still exist.Based on the analyses about the causes of these problems,the author proposes taking the following measures to perfect the standardization of local pension executive agencies:First of all,pension executive agency should establish organizational system and internal management system as the foundation.Secondly,the pension executive agency should focus on the comprehensiveness of public service projects and the fluency of working process.Thirdly,employees are important to the pension executive agency,so the agency should devote itself to improve the quality of employees.Finally,with the support of informational technology construction,the pension executive agency will constantly promote the standardization construction of pension insurance,and finally realize the comprehensive upgrade the public service quality and management capacity of the pension executive agencies. |
