The Research Of Standardization Of Endowment Insurance Public Service Of Yunnan Province

As a public service mode, standardization has began to implement in all areas of basic service in China recently. It plays an significant part in realizing the equalization of basic public service an improving its efficiency and quality. This paper reaching on the endowment assurance system is based on the opportunity about the reforming of endowment system. This opportunity make endowment policy have advantage conditions for the implementations of standards. Yunnan Province is experiencing such a chance and as a western backward city, the standardization has a prominent effect on contributing the equalization of basic public service. This paper have studied it in the five modules. The first one is theoretical standardization of basic service. Secondly is the comparison of the endowment policy of China and Yunnan. The third one is specific methods of endowment standardization of public service. Next is the analysis of the problems in the construction of standardization of endowment system. Last is the according solutions of present problems. Through this research, it is believed that Yunnan Province has made certain achievements in standard public service and the construction of the team building and the study of fund management and supervision system. At the same time, however, it also has some disadvantages such as the trouble of policy convergence, not perfect standard management. These related to the administrative execution of Yunnan Province, and more important is the economic factors, cultural factors, social factors and so on. Various factors affected the advancement of standardization. Therefore, this article argues that, endowment standardization should be based on the characteristics of Yunnan Province and the real economic factors, step by step.
