In recent years,with the gradual advance of the country’s comprehensive deepening of reform,the public water supply industry,as an industry closely related to people’s life,also follows the pace of the times,and explores the way for its own development.Establishing a scientific and reasonable performance appraisal system,improving the level of human resources management,and enhancing the core competitiveness of enterprises is one of the ways for enterprises to innovate and develop.This article first analyzes the background of the public water supply industry,the domestic and foreign research results and the status quo,and puts forward the research ideas,contents,methods and innovations.Through questionnaire survey and in-depth interview,we find out the existing problems of the performance assessment system and analyze the reasons,and then optimize the design.The performance assessment system is designed by combining the Balanced Scorecard with the key performance evaluation index method.The screening and weight calculation of key indicators are carried out by using the Li kte scale and the preorder graph method.The performance assessment index and the test core standard are designed for the middle and high level employees and the ordinary employees.This is the performance appraisal body.The theory of the design of the Department is a breakthrough.The difficulties and obstacles that will be encountered during the operation of the performance appraisal system will be predicted,and the security measures in four aspects,such as organization,culture,technology and system,will be set up,which will be beneficial to the smooth operation of the performance appraisal system of the enterprise.Finally,the conclusion of this paper is to combine the personal growth of employees with the strategic planning of the company,and to improve the overall performance of the enterprise by encouraging the completion of employees’ personal performance.As a state franchise enterprise,the public water supply enterprise has certain industry monopoly and regional monopoly characteristics.There are few cases in domestic research on its performance appraisal system.It is hoped that the study of this paper can provide useful reference and reference for the merit of other public water supply enterprises in China to optimize the performance appraisal system. |
