After years of development,China's housing security system has been gradually established,the entire housing security system consisting of affordable housing,low-rent housing,public rental housing.In recent years,China has accelerated the pace of construction of affordable housing,and local provinces and cities have developed affordable housing construction plan.These measures will help solve the housing problems of low-income families in cities and towns,ease the contradiction between domestic housing demand,stabilize the real estate market.But at the same time,we should see the shortcomings of the current policy,such as the existence of state revenue dependence is too strong,the source of funds for construction stability is not sufficient,effective incentives to local governments,lack of financial instruments and so on.This makes the stability and sustainability of the construction of affordable housing in our country greatly reduced.Therefore,broaden the financing channels,diversified financing model is particularly important.Based on the reality of the development of affordable housing in our country,the thesis reviews the policy of affordable housing in recent years.We believe that the financing model is one of the bottleneck of the construction of affordable housing.On the basis of an overview of the theory of affordable housing andPPPfinancing models.We analyzed the existing financing mechanism of construction of affordable housing,We find that the dependence of the existing financing mechanism on state revenue is too strong,the source of funds for construction stability is not sufficient,effective incentives to local governments,lack of financial instruments.Promoting the application of PPP financing model in the construction of affordable housing help to improve efficiency,reduce the cost of the project,reduce government pressure,and give full play to the public and private parties to compare the advantages.Many of our cities have had experience in PPP financing model,which is widely used in water projects,highway construction and other infrastructure projects,Therefore,the transplantation of PPP mode to the construction of affordable housing has a strong feasibility.We analyzed the advantages of PPP financing model,weaknesses,opportunities and threats by SWOT method.And puts forward the corresponding countermeasures and suggestions from three aspects of the policy,management and operation.
