| Under the background of urban renewal,combining the theory and practice,research on Gaoming District of Foshan City,and the binary logistic regression model is used to study the main problems of rural land use in the transformation of old village.Regional urban renewal of the old village transformation experience,for the Gaoming District of Foshan City have a great promote,to provide advice and countermeasures to the transformation of the old village.This paper summarizes the general situation of Gaoming District in Foshan City and the analysis of land management in Gaoming District,the development of rural economy in Gaoming District,and the distribution of land resources in Gaoming District.At the same time,the basic situation of the transformation of the old village in Gaoming District is described and summarized,including the declaration and development of the transformation of the old village in Gaoming District and the typical case of the transformation of the old village in Gaoming District.And then the questionnaire for q uantitative analysis.This study summarizes the following five problems in the transformation of the old village in Gaoming District,Foshan City,through the above references: field investigation and econometric analysis: First,the illegal construction land and illegal construction problems are frequent in the process of transformation of old villages.The transformation of the village in the process of land acquisition and demolition slow;Third,the transformation of the old village in the construction of land transfer difficulties;Fourth,the transformation of the old village in the process of a large number of small property rights room has not been properly resolved;Fifth,the old village in the process of transformation Land use is not clear,scattered land,difficult to honor,hinder the development and construction and other issues.And the transformation of the old village in the existence of such problems,summed up as one,the villagers of land property rights awareness is weak,land and resources management system is not smooth,law enforcement and supervision is difficult to implement;Second,land acquisition and demolition time is longer,planning adjustment approval;The lack of effective land transfer mechanism;Fourth,the land management system and social development of the contradictions,small property room problem complex processing difficult and in the gray area of the law;Fifth,the retention of land,the right to fulfill the lack of a perfect set Retention mechanism.This study puts forward the following five countermeasures and suggestions: illegal land use and illegal construction issues: to increase policy propaganda,increase the "People’s Republic of C hina Land Management Law" and other laws of the People’s Republic of China,The regulatio ns of the propaganda;the establishment of illegal land use accountability;strictly follow the "Gaoming District focus on rural land to highlight the three governance work program." Land acquisition and demolition issues,improve the land requisition approval,planning and adjustment of the administrative examination and approval standards,to strengthen the training of land related staff.Collective construction land transfer problems,to determine the properties of land;improve the collective construction land circulation market mechanism;improve the collective construction land management system.Small property room issues,improve the laws and regulations,the NPC should strengthen the legislation,the government departments to strengthen the construction of administrative regulations;the government to strengthen supervision.To set aside the land acquisition procedures,the implementation of land acquisition and land resumption and approval of the synchronization policy;the establishment of land use indicators and the village collective construction land integrated management system;retention of land planning and development and utilization should follow "Unified planning,scientific site selection,focus on retention,integration of development" principle.In this paper,the combination of theory and practice,the characteristics of the study area for the design of the questionnaire,and Gaoming District of Foshan City,field research,the use of binary logistic regression model,a more realistic response to the transformation of the old village land use. |
