The Research On The Issues Of Urban Village's Transformation In Xi'An

Urban village is the social phenomenon, that was caused by the system restriction on urban management and rural management, breach of duty about some governmental departments, and so on. Local governments want to upgrade metropolitan competition power and comprehensive strength, and central government is calling on constructing new socialistic country and improving people's living standard, but there are many issues in urban village, such as poor quality and high density of buildings, lacking scientific layout, awful living conditions, etc. They are not fitting in with the willing of whole society and administration and even causes negative effects. So it is inevitable to rebuild the urban village.Transforming the urban village is the problem which we must affront in the urbanization process. It involves several sides' interests and is affected by many factors, so it's a complex system engineering. There have had so many articles about transformation of the urban village, that most of them focus on description and analysis of the urban village's actuality, and its' transformation. And this article mainly concentrates upon three sides: land system, removal compensation and resettlement, collective capital changing into stock economy. As the most essential system of production relation, land system is the foundation of others relations, its' reform and perfecting is the basis of resolving the transformation of urban village;removal compensation and resettlement is relative to the villagers' benefits, its' rationality and scientific methods influences the villagers' positivity about transformation;the changing is the most effective measure which resolves the collective capital, and it is the means which can solve the villagers' social welfare and living guarantee. The article briefly introduces the basal or present thing of three sides;in the basis of analyzing the issues and foreign theories or experience, I did some in-depth research and finally putted forward many methods and countermeasures about three sides, at the same time Ibrought forward some rational advice on the urban village's transformation of Xi'An.
