With the emergence of “Internet+”,the development of our country's economy went into a new stage,which brings new challenges to all our industries as well.The essence of competition among enterprises is the competition of talent and human resources.In order to arouse the staff enthusiasm as much as possible,enhance the sense of ownership and belonging as well,Performance Management is an important means to motivate the staff,through which to make more profits for the enterprise.Through planning,communication,evaluation and feedback,the company can build a set of scientific and effective performance management system,which can help all the employees engaged in work,improve the efficiency and quality of their performance.Consequence,create more value and promoting the benign development for the enterprise.Rural credit cooperatives(RCC)are the financial institutions that serve agriculture,rural areas and farmers,and offer main financial services for SMEs as well.With the development of Internet + and the reform of financial institutions in China,RCC have been challenged by joint-stock Banks and new rural Banks,facing great pressure of survival consequence.If we can't set up an effective performance management system to standardize the management,improve work efficiency,it is easy to stagnate in the wave of competition,and even loss the customers,fall into the predicament of the development.Therefore,through the investigation of RCC in Nan Yang city,we can find out the existing problems in the performance management system.Through analyzing the problems comprehensively,we can develop a scientific and reasonable performance management system which is in line with the current situation of Nanyang's RCC.On the basis of enterprise performance management's theoretical study domestic and overseas,this thesis analyzes the performance management' process design,explicit its common methods,and the basic framework of the theory.The subject of this study is RCC of Nanyang city,by using field visits,questionnaires and conversation method as the study method,this study make an evaluation of the staff's performance management system.Through detailed analysis of the evaluation index,this thesis tries to find out the problems of RCC.At present,problems such as non-scientific performance evaluation index,inadequate use of the assessment results,employee's ignorance of performance appraisal,and insufficient combination of enterprise's strategic targets with performance management existing in the RCC of Nanyang city,which caused the enterprise's performance management formalistic.To solve above problems,the author consult a large number of data,and make a detailed study of performance management's theories.As a result,the author attempt to formulate a set of practical and feasible system by using target management,key performance indicators method and the balanced scorecard method,which reform and optimize the existing performance management of Nanyang's RCC,with RCC's strategic targets as the core.With corresponding measures of performance evaluation and rewards and punishment measures,this system is both suitable to the manager and employee,which can work efficiently and orderly.The new performance management system has been applied to some county-level RCC,which improve the employee's acceptance and enthusiasmfrom the follow-up survey.This system make the employee become more effective and promote the steady development of the RCC.In order to better service the performance management program,in the process of the forthcoming application,the author will optimize the performance index,build the online performance management information system as soon as possible,which can make the RCC become more competitive in the wave of the market competition.
