The rural credit cooperatives is a banking financial institution with independentcorporate qualifications. In China, rural credit cooperatives are the main force of the ruralfinancial system and an important part, is also the subject of rural cooperative finance, at thesame time, or the central government to implement the “support the development of financialinstitutions ‘San nong’” this important economic policy. With the further deepening of thereform of China’s financial system in recent years, rural credit cooperatives are facingincreasingly fierce market competition, not only to face the pressure of large commercialbanks, but also in has the traditional advantages of rural financial market, also have to facehuge challenges emerging postal savings bank financial institutions and rural bank etc.. Theface of fierce competition in the banking industry financial market, rural credit cooperativesto gain a firm foothold, it must be improved in many ways, a point which is very importantto strengthen performance management, establish a scientific and effective performancemanagement system. Effective performance management is to fully mobilize the enthusiasmand initiative of the staff, improve work efficiency, and create more economic benefits, thenecessary method to realize enterprise strategic business objectives. Through the examinationand analysis of the performance index, can make all employees understand their ownadvantages and disadvantages, so as to raise to avoid, to enhance the staff and enterpriseperformance level, to realize the goal of enterprise development strategy.After many years’ practice and exploration, further optimized the rural creditcooperatives of our country management system, business management status showed markedimprovement, many rural credit cooperatives also according to the actual situation of theirown development, methods of performance management, makes some exploration andpractice, find the performance management methods and tools in line with their actual themodern means of science and technology, and relying on the initial construction ofperformance management system. However, due to the complexity of the performancemanagement of the problem itself, plus the performance management of the rural creditcooperative study time is short, therefore, there are still many problems in the performancemanagement of rural credit cooperatives, the same is true of HB. Based on the investigationof rural credit cooperatives in the province of HB, found that the performance management of the ideological understanding thoroughly enough, tool performance appraisal method, masterand use is not deep enough, there is no comprehensive use of the methods of performancemanagement, has not yet formed a complete performance management system. Inaddition, the performance appraisal is equivalent to the performance management, managersdo not pay enough attention to, management responsibilities unclear, performance appraisalindex design is not scientific, the neglect of employee participation, not fully using theresults, feedback mechanism is not perfect and so on, these are the main problems in thecurrent HB rural credit cooperatives in the work of performance management. Aiming at theseproblems, this paper carried on the research analysis, at the same time, learn from theadvanced experience of domestic and foreign commercial banks in terms of performancemanagement, and in full consideration of the system of rural credit cooperatives, functionbased on the particularity, proposed the improvement suggestion on HB rural creditcooperatives performance management work. Proposed from the management processoptimization, strengthen communication, active articipation, increased training efforts, todetermine a reasonable evaluation index, good test results and feedback interview, extensiveuse of appraisal results improve HB rural credit cooperatives in the process of theperformance management problems. At the same time, because of the performancemanagement system is acomprehensive system, the establishment and improvement of theneed for a long and complex process, in this process will inevitably encounter from theaspects of the resistance, to ensure a smooth to establish a scientific and effectiveperformance management system, this paper also from recognition, goal, organization,technology and other aspects of safeguard measures, but also from the establishment ofperformance appraisal management committee, with a professional consulting companycooperation, performance appraisal and salary reform of policy recommendations areproposed with regard to. I hope it can provide the reference for construction of HB rural creditcooperatives of the performance management system, promote the management towards amore scientific, steady direction. At the same time, also hope that this paper can for otherenterprises, especially financial institutions and provide reference in performancemanagement.
