Due to low investment returns,long payback period and imperfect regulatory management,public rental housing in China has been slow to develop in China.In recent years,the government has actively explored innovative ways to guide social capital into the field of housing security.Currently,there are no sufficient analysis of practical BOT project of public rental housing in our country.This composition elaborates actual case analysis and aims at discussing the key factors of a successful project and reasons of a failed one.If the essentials for a successful project can be replicated and commonly adopted,this project should be promoted and referred to.However,we need to find out the potential risks and problems when the key factors of a successful project are unique.On the contrary,we can also summary the reasons of a failed project that are general and common.The result of this research is useful for adopting BOT theory in reality.In this paper,the background and general situation of existing BOT theory and case project are summarized.Then,based on the existing theories,the model object matching,project benefit and market environment are analyzed and predicted.Analyze the motivation and financing structure of the participants,find out the characteristics and problems of the cases from these analyses,and then study the project characteristics,problems and risks.This paper summarizes the differences,particularities and risks of regional development,policy support and market conditions.Propose relevant suggestions and inspirations at last?Comprehensive analysis,this paper thinks that the public rental housing BOT project in the case is special in Shenzhen.The success of the case project is caused by the occasional surge in market price,geographical advantage of the location and strong support of regional policies,and the risk of pattern object mismatch is covered?The investment risk,market risk,regional difference risk and policy risk are actually quite large.The project is successful and meaningful.However,it is hard to be promoted and replicated due to the high probability of project loss.To conclude,the government should be responsible to investigate and supervise the project to avoid making mistakes on decision-making.Additionally,all innovative and research work should be concentrated on the study of conditions.
