| In recent years the housing prices have been rising rapidly in our country. Mostpeople have enormous pressure to purchase a house, and even they don’t have theability to buy. The housing problem has become a big issue affecting people’s livelihoodbadly. Indemnificatory housing is becoming the focus of attention of the society. In ourcountry the original indemnificatory housing consists mainly of Low-Rent Housing andAffordable Housing. The sandwich glass group that has a huge number of people andconsists mainly of lower middle income family is not in the coverage of theindemnification. The government established Public Rental Housing System to solvethe housing problem of these people. In China Public Rental Housing System is in itsinfancy and it doesn’t have developed perfectly and it is deficient in financing,construction, operation and other aspects. This paper studied the Public Rental HousingSystem of Chongqing from the angle of tenancy and studied its rental model by meansof literature analysis, comparative analysis, and induction etc and then pointed out itsproblems and corresponding ideas to improve.In this paper the concepts of indemnificatory housing and Public Rental Housingare defined. The text described the research background and reviewed domestic andinternational research literature and then pointed out the necessity to study the rentalmode of Public Rental Housing of Chongqing. The paper defined mode and the rentalmode of Public Rental Housing and analyzed its current state which included legal basis,regulatory agencies, rental pricing, entry mode, exit mode, sale mode etc. The paperanalyzed the indemnificatory housing system of some developed countries or regionsjust like the United States, Hong Kong, Singapore and Germany, and then summarizedtheir successful experiences and on this basis put forward the experiences anddeficiencies of the rental mode of Public Rental Housing of Chongqing. No censusregistration limitation, unified regulatory agency, conditional sale are the outstandingresults achieved by the rental mode of Public Rental Housing of Chongqing. But thereare also deficiencies in the legal basis, scope definition, rent pricing, entry and exitmanagement, punishment, sale mode etc. Finally, according to the deficiencies the paperput forward corresponding improvement ideas. |
