The housing security system mainly consist of the low-rent housing and affordable housing has solved the housing problems of part of the low-income families, but ignored the housing problems of "Sandwich Class", such as migrant workers and graduates who cannot afford the commodity housing and share the policy of affordable housing. Therefore, the public rental housing is put forward to solve this problem. However, it is the funding problem that mainly hinders the development of public rental housing. It is so urgent to introduce social capital into the public rental housing construction. Due to the slow investment income and unconspicuous economic benefit, whether the social capital can be introduced into the construction of public rental housing through a mature kind of financing mode or not is worth exploring.The main restriction of the development of the public rental housing is lack of funds through the analysis of the affordable housing modes in developed countries, the current affordable housing system in our country, and the present situation of public rental housing. Therefore, build-operate-transfer (BOT) mode is introduced into the construction of public rental housing, and then the feasibility is argued.Through analyzing the basic structure of the BOT mode and the advantages of using in public rental housing construction, it establishes the basic model of the BOT mode, and analyses the main parties’contract responsibility. Through analyzing the funds source of the real estate development, it designs the financing schemes of the BOT project of public rental housing to introduce social capital into the construction.Based on the perspectives of the parties, the project risk can be divided into the government risk, bank risk, project company risk, contractor risk, operator risk and other risks, and then the risk factors are selected to determine risk factor collection through questionnaires. The risk of the project is comprehensively evaluated by using the fuzzy network analysis method through questionnaires. Through the project cost analysis and income analysis, takes net present value (NPV), dynamic investment payoff period and internal rate of return as the index to economic benefit evaluation, and study the uncertain analysis by the balance analysis of profit and loss and sensitivity analysis. Finally, it uses a case to do risk assessment and financial evaluation, and the conclusion is that the risk of the project is low, and it has the economic feasibility. From the feasibility analysis result, this project is feasible according to the designed financing and operating mode.
