Study On The Evaluation Of Service Industry Competitiveness And Policy Support In Qinzhou City

With the development of economy and the advancement of science and technology,high value-added service industries have gradually replaced low-value-added traditional industries,and becoming the new drivers of economic growth.The service industry has achieved rapid development and has become a leading industry that boosts social and economic development,adjusts the industrial structure,optimizes the combination of resource factors,and absorbs the labor force under the guidance of the policy of steady growth,structural adjustment and reform,The growth rate of the development of the service industry must depend on the improvement of the competitiveness of the service industry.Qinzhou City is an important gateway for the organic connection of the “Maritime Silk Road” and it,s an important strategic fulcrum for ASEAN to serve South-West China.Therefore,it is of great theoretical value and practical significance to thoroughly research the development of service industry competitiveness and policy support system in Qinzhou.This paper combines theoretical analysis and empirical analysis to construct DEA and DEA-Malmquist models for the evaluation of service industry competitiveness and regression analysis models of influencing factors in Qinzhou City.the main conclusions of the article are summarized as follows:(1)Overall,Qinzhou's service industry achieved rapid development,and the overall scale has continued to expand,the structure has been optimized layer by layer,and the contribution has been continuously improved to the economic and social.But at the same time,it also faces a series of questions,such as the branding and uncharacterized are not outstanding,the added value of products relatively low,the development of emerging and key projects are not prominent,and the development lags behind these cities,such as Nanning,Guilin,Liuzhou,Beihai,Fangchenggang.(2)Thedevelopment the service industry competitiveness in Qinzhou at a backward level in GuangXi,and it is highly dependent on government policies.It is mainly affected by purely technical efficiency and technological progress.At the anme time,the development scale of Qinzhou's service is unreasonable,and the input of the capital and technology is insufficient.Other than,the policy decisions is poor,and the schedule management level is not perfect,the level of technology is backward,the waste of resources is serious.After all there is a large room for growth and development potential.(3)There is a positive significant correlation between the Qinzhou's service and the level of economic development,industrialization,marketization.While the level of opening to the outside world has a negative impact on the development of the service industry in Qinzhou City.Base on the modle analysis,the paper constructs a policy support system from six aspects,including mechanism reform,fiscal and taxation and financial policies,brand cultivation policy,science and technology policy,talent policy,and open policy to promote the competitiveness of the service industry in Qinzhou.
