The guarantee project manager is a fundamental position in a credit guarantee company and the most important human resource in the organization.The human resource management towards guarantee project manager staff,including the recruitment,training,person-job fitting,motivation and retaining,is always a critical and challenging mission for credit guarantee companies.The paper did a case study on constructing a competency model that conducted in CDDB credit guarantee company.Investigation and analysis revealed that there were several practical problems in the employee selection,training,talents assessment and career development of guarantee project managers in the company.Then the paper proposed the necessity of solving these problems by constructing competency model on guarantee project manager.In the section of theory preparation,the paper briefly retrospected the origin of competency model theory and reviewed on its domestic development and application.The paper also outlined common methods and general procedures of constructing a competency model.To study the competency model on guarantee project manager,various methods was used in the research,including: behavioral event interview,job analysis,questionnaire investigation,statistical analysis,expert panel discussion,etc.When applying behavioral event interview,a comparison of thoughts and behaviors was made between guarantee project managers with excellent performance and the ones with poor performance.With the data obtained,31 competency factors had been summarized.When applying the method of job analysis,observation was taken in the two key work scenes of guarantee project manager,which was performing due diligence and reporting in the project approval meeting.The findings of the job ana lysis were 12 additional competency factors.In the questionnaire survey section,all questions w ere assigned with industry characteristics in order to avoid the deviation caused by different understanding.In the end,expert panel reviewed and evaluated t he preliminary model to ensure that the model is well aligned with the strategy of CDDB credit guarantee company.Through the study,this paper finally constructed the competency model of the guarantee project manager which composed of 16 competency factors.Based on the model,the paper presented solutions to the problems in the human resource management in CDDB credit guarantee company.Firstly,recruitment process had been reconstructed by adding two necessary procedures: assessment in real work scene and candidate background investigation.Especially in the procedure of assessment in real work scene,the methods of assessment center,such as role-playing and in-basket exercise,were used to ensure the candidate selected will be the best fit or ha ve the potential to fit for the position.Secondly,the paper gave a group of classified training programs corresponding with four levels of K irkpatrick's evaluation,which will accelerate the new staff's growth.Thirdly,based on the competency model,the paper provided an innovation including a set of criteria,operating procedures and implements in talents assessment and career development of guarantee project managers,which constructed a practical path for their career development,and also had a positive impact on their long-term motivation and loyalty.
