Research On The Reform Of My Country's Commercial Registration System Under The New Normal

China's economic development has entered a new normal,with an urgent need for economic transformation.With the deepening of political system reform such as simplification and decentralization,the timing of commercial registration reform has also matured.From State Council comprehensively promoted the company's registered capital recognition system in 2013,the curtain of the reform of the commercial registration system was kicked off.Since then,a series of reform measures have been put in place,such as the registration system reform of "first apply for a business license before handling the permit",the registration system reform of "three licenses combined",the annual report of the market entities and the public announcement system reform,which clarifies that the direction of reform in our country centered on relaxing the access of market participants and innovating government supervision methods.However,due to the incomplete transformation of China's traditional planned economy system thinking and government functions,new problems and new difficulties are inevitable in the reform process.Based on the public and private law attributes of commercial registration,this article analyzes the main shortcomings and causes of the current commercial registration system in our country,such as the lack of a unified legal support for commercial registration;the roots in the old planning system thinking,the regulatory difficulties brought about by "come in easily" and the imperfect sharing system of information platforms,by combing the above problems and combining with some successful experiences of the commercial registration system in Germany,the Netherlands and Hong Kong,we have found four optimization ways to improve and optimize our commercial registration system:First,we should formulate relevant laws and regulations at the legislative level.Second,we should establish and improve relevant supporting systems at the government level.Third,we should speed up the construction of social credit information and networking mechanism at the social level.Fourth,we should improve the capability and level of commercial supervision at the level of administrative law enforcement.
