There are many disadvantages in the current system design of business registration, such as unscientific registration process, low efficiency of market access, too many unclear approval items, miscellaneous access procedure, high access threshold, high costs of approval, low efficiency of market supervision, etc. The problems on system design is the major factor that results in the government’s disability to perform their duties or powerlessness to fulfill their obligations. Corresponding to execution of government duty, the independent operation of corporate is hence bound by system problem and enterprises cannot release vitality. Therefore, reform of the current business registration system becomes a necessity for development of society. At the forefront of administrative approval reform, Guangdong has favorable market infrastructures and external conditions to promote overall reform. In March of 2012, Guangdong took the lead nationwide in launching pilot reform of business registration system and carried out varied reforms in 4 different pilot areas. The reform of business registration system began spreading over the whole province in March of 2014.The reform of business registration system is an important initiative that answers the call of streamline administration, institute decentralization and release of market vitality. This paper firstly analyses the necessity, content of reform, implementation situation and achievements of Guangdong business registration system reform. Secondly it analyses problems and reasons of system reform in Guangdong. At last it offers proposals and countermeasures to the problems and causes of reform in Guangdong.Conclusion:Remarkable achievements have been made in Guangdong reform of business registration system, yet there’re still some problems after the reform. For instance, it’s easy for market access, but follow-up of government supervision is inadequate; good and bad market entities are mixed together with blindfold access; incredibility issues are prominent; the supporting legal institutions are contradictory. With regard to these problems, this paper makes an analysis of market entity, market access, government supervision and credibility supervision. Guangdong business system reform aims at loosening up restrictions of market access, enhancing the efficiency of market access, and releasing utmost vitality of market entity. In the meantime, supervision after registration should be strengthened. System and mechanism of strict supervision is supposed to be built up. In order to get it, we’ve got to adopt a creative method of supervision. On the basis of daily supervision, we need to accelerate construction of information system and strengthen credibility supervision to form a credible, fair and healthy market order.
