Current Business Registration System Is The Problem And Reform Measures

Recently, the Enterprise Registration System of our country has highly developed. Registration is the basic way for building an organization, it affects the condition of the establishing of an enterprise, the establishing rate of the enterprise. Moreover,it will further affects the survival and the development of enterprise and will also affect the function to economy. When an enterprise enters into a market, the necessary procedure is to register in the registration department. If an enterprise wants to get the qualification of production and management, it must register first. Nevertheless, due to the faultiness of the rencent laws and rules of our country, it is the real fact that the register procedure of enterprises is very complex and will cost more. It goes against for the launch of enterprise. The result of the loss of entering into market is that the function of industry can not be adjusted effectively, the leave unused capital can not be invested effectively and leads the domestic economy can not develop more better. Therefore, on the basis of analyzing the problems exists in antecedence registration system concretely and earnestly, the key point of this thesis is to use the common modus operandi of other national enterprise registration systems that under the market economy conditions for reference, explore the reform and consummate of collectivity idea of the enterprise registration systems in our country. And build an enterprise registration systems which is not only fit for the modern enterprise system requirments of our country, but also meet the international tradition reasonably. The research procedure should follow these aspects: perfecting the managenment rules of enterprise registration, predigesting the procefure of registration, broadening registration condition and reducing registration cost and many others aspects.This thesis is made up by five parts. In the first chapter, it mainly expatiates the purpose and meaning of this research, the research actuality and research idea in domestic and international area, and the content of research. In the second chapter, it expatiates the questions and reform countermeasures of the current enterprise registration system in our country in details. In the third chapter 'the foundation stone of the problems exists in the current enterprise registration system', it proceeds with the disfigurement exists in the law system of the enterprise registration management, the leak of the inspection management and the problem exsits in the system aspect, carry throught an amply analyse in the above aspects. In the fourth chapter 'Use the foreign enterprise registration system experience for reference', it analyzes the Japanese, German and American registration system. After the analyzing, we use the foreign enterprise registration system experience for reference and to improve the deficiency of management of our country. And in the last chapter 'countermeasures of the current enterprise registration system reform', it defines the measures and countermeasures of reform and presents advanced ideas, such as the approve mechanism which centre is the entrepreneur enrollment officer system. This behavior will improve the enterprise registration system in our country actively.
