Study On The Current Commercial Registration System And Its Implementation In Wuhu

Our current commercial registration system which is based on many separate laws and regulations, administrative rules and normative documents, witnessed the development of China's market economy system, from the grassroots to the prosperity of the collection system. But now, this system is not able to meet the requirement of the maket competition for high efficiency as the maket economy develops at a constantly high speed. To this end, the Twelfth National People's Congress put forward the reform of commercial registration system, and promote the reform of commercial registration system in the country from the date of March 1, 2014.In this paper, the current Wuhu city commercial registration system and its implementation are studied with the method of literature, case study and comparative research. The results of this research show that there are the six problems in promoting the reform of commercial registration system in Wuhu City: 1, difficult approval of business scope; 2, complex application materials for domicile; 3, ineffiency due to prudent review; 4, disorganized registration framework; 5, the full service for electronic registration needs to be improved; 6, most local registration institutions are short of manpower. Through in-depth analysis of the causes of these problems eight measures are put forward to deepen Wuhu city commercial registration system reform: 1, formulate a unified commercial registration law system; 2, to further relax the conditions for registration of domicile(place of business); 3, reduce the commercial registration process, clear responsibility and dispute settlement mechanism; 4, establish a comprehensive formal examination; 5, the implementation of the "Internet plus commercial registration", and electronic business license system; 6, standardization the business scope, and gradually realize the separation between qualification and operation qualification; 7, the implementation of some business subject registration exemption; 8, rewards and punishments, the establishment of credit system of commercial subject.
