Optimization And Upgrading Of Industrial Structure And Economic Development In Resource-based Regions: A Comparative Study Of Guizhou And Shanxi

From the appearance of "Dutch disease" phenomenon,the optimization of industrial structure and transformation of economic development in resource-based regions have attracted the attention of a large number of scholars,and it is also an important content of research at home and abroad.In the background of the development of the new normal of China's economy,the traditional economic factors play a limited role in promoting economic growth.The regional economic development needs to find new driving forces and carry out economic kinetic energy conversion.As a special region,economic transformation and development are particularly important for resource-based regions.The industrial structure needs to be optimized and upgraded.Both Shanxi Province and Guizhou Province are typical resource-based areas in China.They all used the resource-based industry as the leading industry in economic development.As important energy bases in China,they have made significant contributions to the country's economic development.However,in the background of the new normal of China's economy,traditional ways of economic development will not be able to continue to regional economic development.Therefore,both Guizhou and Shanxi provinces need to carry out industrial restructuring and economic restructuring.This paper compares the natural geographical environment,resource endowments,economic aggregates,industrial structure,investment structure,and employment structure of Guizhou Province and Shanxi Province,analyzes the differences in the economic development paths of the two provinces since the founding of the People's Republic of China,and applies the dynamic shift-share method(SSM),the TS model,and the Theil index(TL index)into quantitatively comparing the industrial structure rationalization,supererogation,and economic development in the two provinces.Finally,summing up the experiences of the two provinces in the adjustment and optimization process of industrial structure respectively,drawing on each other's strengths and gaining lessons from each other,providing experience for economic development and industrial structure optimization and upgrading,and summing up the industrial structure suitable for other resource-based regions in China.The path and measures for adjustment and optimization provide replicable experiences and practices for optimizing the industrial structure of other resource-based regions.Through comparative research,it is found that the two provinces have certain similarities in terms of natural resource endowments and geographical environment.From the early years of the founding of our country to the 1980 s,the economy was dominated by heavy industry,resulting in large differences from the 1980s;empirical findings.It shows that in different stages of economic development,the industrial structure has various degrees of contribution to economic development,and at the same time,economic development will also promote the optimization and upgrading of the industrial structure;since 1990,both the industrial structure of the two provinces have been rationalized and heightened.After being upgraded and the economic development have entered a new normal stage,the speed of optimizing and upgrading the industrial structure of the two provinces has been accelerating.From the perspective of the current three industrial structures,the degree of rationalization and supererogation of the industrial structure of Shanxi Province is higher than that of Guizhou Province.Finally,this paper believes that the optimization of the industrial structure in Shanxi Province can draw on the development experience of Guizhou,and on the basis of the transformation of traditional resource-based industries,by the perspective of innovative top-level design ideas and making full use of e-commerce and so on;the optimization and upgrading of industrial structure in Guizhou Province can develope big data industry and cultural tourism,or the transformation of traditional resource-based industries,promote creatively,protect traditional culture and so on;the China's other resource-based regions can also learn from the two provinces in the optimization and upgrading of industrial structure a series of practices such as technological transformation of traditional industries,“developing from nothing”,development of new industries,and formulation of related security policies have taken place to upgrade the industrial structure and transform the economy.
