A Study Of The Execution Affecting Factors In Food Safety Regulation

“Food and safety come as the first”.Food safety affects everyone’s health and quality of life.With the continuous development of China’s economic and social,the field of food safety problems emerge in endlessly,unsafe food cause great damage to the physical and mental health of the public,the food safety incidents repeatedly food supervision alarm for the government,at the same time,also reflects the government in food safety supervision work,also have lost enforcement and soft.in county rural areas,the food safety problem is more serious,due to the government at the county level of food safety supervision department is the most grass-roots government food supervision institutions,regulation of executive force directly affects the rural residents’ food safety.Therefore,this article through the investigation and empirical research at the county level government food safety regulation execution of the relationship between influencing factors and implementation effect,to the government at the county level of food safety regulation execution provides corresponding Suggestions,has important theoretical significance and practical value.On the basis of reviewing the relevant literatures and theories of food safety supervision and execution,this paper studies the key factors of the enforcement of food safety supervision,namely,the supervision plan,supervision personnel,supervision organization structure,regulatory resources and supervision mechanism,and through the previous research results,we find 23 questions that can show these five factors and the execution force,put forward 5 research hypotheses and constructed the theoretical model of the influencing factors of food safety supervision and execution.Secondly,the reliability validity of the scale was analyzed by means of the small sample data obtained by the pre-survey,and the two items that did not meet the requirements were excluded,and the measuring scale of the factors influencing the implementation of food safety supervision of county governments was established.Then,in the case of liangshan county of jining city,chiping county of liaocheng city,qingyun county of dezhou city,licheng city of jinan city,jiaozhou city of Qingdao city and penglai city of yantai city,we conducted a formal questionnaire survey,obtained 272 valid sample data,and used AMOS software tool to verify the verification factor analysis and path model of the survey data.Finally,the paper analyzes the conclusions and puts forward some Suggestions for improving the enforcement of food safety supervision in county-level government.This paper,by using structural equation to build county government food safety regulation execution influence factor model,have certain innovation,thesis research to improve the county’s food safety regulatory implementation has important guiding significance for reference.
