With the implementation of the supply-side strategy and the advent of a new economic normal era,scientific and technological innovation is increasingly becoming a means to promote sustained economic growth and competitiveness in various regions.The improvement of regional innovation level is inextricably linked with the innovation element endowments.The effective agglomeration of innovation elements in one region can promote the improvement of regional innovation efficiency.However,promoting the level of agglomeration of innovation elements is only a necessary but not sufficient condition to promote the improvement of regional innovation efficiency.That is,higher level of innovation efficiency can not be promoted unless the level of the element agglomeration is higher.More attention should be paid to the relationship between the quantity and quality of science and technology in various regions when they are devoted to improving their innovative abilities.That is how to allocate innovative resources effectively and make every effort to promote effective input and maximize output.The Yangtze River Economic Belt has seven national demonstration zones of independent innovation,and the R&D investment and annual patent authorization account for half of the national total in 2016,concentrating one third of the nation's tertiary institutions and research institutes,gathering a large number of scientific and technological innovations Resources.However,the entire Yangtze River economic belt has a large span,and there are great differences in attracting innovative human resources and innovative financial resources in all regions.What are the status quo and changes in the concentration of science and technology resources in various provinces and cities?Can the current agglomeration level of science and technology resources promote the improvement of innovation efficiency in the region?In response to these issues,the paper analyzes the above issues based on relevant data during the period 2011-2015 and explores in a targeted manner the path to promote the innovation performance of the Yangtze River economic belt and promote the coordinated development of the region.First of all,this paper combs the domestic and foreign scholars's opinions on the level of science and technology resources agglomeration,regional innovation efficiency and other related theories,based on this analysis of the level of science and technology resources agglomeration on the regional innovation performance impact mechanism;secondly,from science and technology human resources and financial Resource perspective Unless the location entropy index method was used to calculate the concentration level of science and technology human resources and the concentration of financial resources in all provinces and cities in the Yangtze River economic belt and the average level of the entire Yangtze River economic belt,on this basis,Resource agglomeration level and theoretically analyzed the reason of the phenomenon;Third,using data envelopment model to analyze the innovation efficiency of 11 provinces and cities in the Yangtze River economic belt,and using panel data model to verify the concentration of talent resources in different provinces and cities,The level of financial resource concentration,and the extent of the interaction between the two on regional innovation performance.The results show that not the higher the level of science and technology resources,the higher the level of human resources or financial resources clustering,the crowding-out effect will hinder the improvement of regional innovation performance,but the interaction between the two will be beneficial to the improvement of regional innovation performance.Therefore,this paper puts forward the following countermeasures:increase government support for innovation investment in backward regions,give tax support to innovative enterprises by establishing corresponding preferential policies,and establish good financial environment and other measures;improve human resources in the Yangtze River Economic belt innovation system transformation efforts to establish a reasonable mobility mechanism of human resources;deepen the regional human resources and financial resources synergy to promote the cooperative development of production,learning and research;but also focus on the radiation between the region to bring resources to further develop 7 A national demonstration zone of independent innovation of radiation led role in promoting innovation and synergy in various provinces and cities.
