Under the background of China's new normal,the implementation of the strategy of innovation-driven development is an inevitable choice to speed up industrial restructuring and upgrading,and to achieve sustainable economic development.One of the important content of the innovation-driven development strategy is industries' technological innovation efficiency.High-tech industry is one of the technology and knowledge intensive sectors,and it has the characters of high industrial correlation and technological innovation radiation effect.Enhancing the technological innovation efficiency of high-tech industry can not only accelerate the transformation of the development mode of itself,but also is of great significance to promote innovation ability of other industries within the region.As one of the three major areas of our country,The Yangtze River Economic Belt occupies an important strategic position in the development of high-tech industry.But now the high-tech industry in this region has many significant problems such as unbalanced development and low technological innovation efficiency,which is not conducive to the further healthy development of high-tech industry.Industrial agglomeration is a prominent phenomenon of high-tech industry's geographical distribution at home and abroad.And it either has a positive impact on technological innovation efficiency through the knowledge spillover and scale economy effect,may also cause excessive competition and the "free rider" phenomenon which will refrain the efficiency of technological innovation.Therefore,an accurate grasp of specific impact of high-tech industrial agglomeration on the technological innovation efficiency along the Yangtze River Economic Belt can effectively improve the efficiency of technological innovation of Yangtze River Economic Belt and promote regional coordinated development.In this study,the effect of high-tech industrial agglomeration on technological innovation efficiency is the main line.First,the development status of high-tech industry from 2000 to 2015 is analyzed,and the HHI index,Spatial Gini coefficient and Location Quotient index are used to analyze the situation of high-tech industrial agglomeration from industries' and regions' perspectives.And then this paper uses the two-stage-relational network DEA model to measure the overall technological innovation efficiency,technology development efficiency and the transformation efficiency of high-tech industry.At last,after discussing the mechanism about the influence of high-tech industrial agglomeration on technological innovation efficiency,this article puts forward the hypothesis and establishes the panel Tobit regression model to make empirical analysis from both the whole level and the regional level.Based on the results of empirical analysis,this paper puts forward the corresponding countermeasures and suggestions.The main conclusions of this study are:(1)The overall agglomeration level of the high-tech industry shows a trend of increasing first and then decreasing.In the five sub sectors of high-tech industry,the industrial agglomeration level of the computer and office equipment manufacturing industry,aerospace and equipment manufacturing industry is higher.And High-tech industrial agglomeration level is obviously higher in Shanghai city and Jiangsu Province,followed by Jiangxi province,Sichuan province and Chongqing City,and the agglomeration level of high-tech industry in Zhejiang Province,Anhui Province,Hubei Province,Hunan province and Yunnan Province is not obvious;(2)The overall technological innovation efficiency,technology development efficiency and the transformation efficiency of high-tech industry of Yangtze River Economic Belt are all at a low level,only Shanghai City stably maintained a high-high technological innovation efficiency mode,while Guizhou province has been in a low-low technological innovation efficiency mode since 2000,and most of the remaining provinces are in a high-low or low-high technological innovation efficiency mode.That shows the serious problem of the first stage deviating from the second stage of technological innovation efficiency of high-tech industry.(3)From the overall perspective of the Yangtze River Economic Belt,high-tech industrial agglomeration significantly promote overall efficiency of technological innovation and technology development efficiency,but has no significant effect on the efficiency of the transformation stage.From a regional perspective,the high-tech industrial agglomeration in the lower reaches of Yangtze River has positive influence on the efficiency of the overall efficiency and two sub stage efficiency.High-tech industrial agglomeration in the middle reaches of Yangtze River has a positive impact on the overall efficiency and technology development efficiency,but it has a negative impact on the transformation efficiency.High-tech industry agglomeration in the upper reaches of the Yangtze River has a significant positive effect on technology development efficiency.
