Research On The Promotion Of Trade Facilitation In Guizhou Province Under The Background Of "One Belt One Road"

Trade facilitation refers to the simplification and standardization of the procedures and information’s flow that goods from the seller to the buyer and pay to other Party in international trade.With the development of economic globalization,tariff and trade barriers had been declined,the deep-water zone of trade facilitation is more reflected in logistics costs,customs clearance costs,e-commerce efficiency and other factors.In the context of " One Belt And One Road",Guizhou province’s economic development rapidly,and the international trade activities increased frequently.However Guizhou province’s port customs’ inefficiency,infrastructure construction lagged behind,regional cooperation need to improve and other issues,which will cause enterprise transaction cost increases and hinder the smooth development of trade.Therefore,it is necessary to carry out in-depth study on the current situation of trade facilitation,restricting factors and how to improve trade facilitation.Firstly in this paper,I analyzed the promotion of WTO trade facilitation and the theories of trade facilitation.Secondly,I elaborated on the development status of international trade and trade facilitation in Guizhou Province,and then point out the main problems of trade facilitation.In the chapter four I established trade facilitation index which conform to the actual situation of Guizhou,and choose 20 countries come from “One Belt And One Road”which had deep trade with Guizhou to calculate the TFI,and then established the gravity model containing trade facilitation indexes,I selected cross section data of 2015 to measure trade facilitation development impact on exports in Guizhou,and finally according to the regression model to calculate the potential of the 20 countries trade with Guizhou,and point out the ways to promote Guizhou’s international trade development from the angle of trade facilitation.In the last chapter,I point out the suggestions on the promotion of trade facilitation in the context of " One Belt And One Road".This paper get the following conclusions through studying: 1.The Guizhou’s trade facilitation index score is 0.61,below the average level in our country,at the stage as convenient,and the score is closer to inconvenient;2.Worse trade facilitation in Guizhou are infrastructure construction,customs clearance efficiency,the development of the financial environment and customs ruling,embodied in the aviation infrastructure gap and port infrastructure.3.The trade facilitation of major countries along the One Belt And One Road will increase by 1%,and the export of Guizhou province will increase by 3.04%.4.The six countries with high trade facilitation,including India,Israel,Sri Lanka,Poland,Saudi Arabia and Estonia,have certain trade potential with Guizhou.5.The next trade facilitation work in guizhou province is focused on air and water transport infrastructure construction and improve the international trade and financial environment,at the same time we will continue to reform the internal environment of customs,customs clearance procedures simplified and the construction of a "single window".
